+CITY OF SOUTH BEND I OFFICE OF THE CLERK <br /> Committee Chair Broden asked, What kind of numbers do you see at the multi-agency fairs <br /> compared to what you used to do? <br /> Chief Cox replied, When we did those fairs ourselves, we typically saw anywhere between one <br /> hundred (100) and one hundred and fifty (150) people. The first (1st) one (1) we did with multi- <br /> agencies, and we had great weather, we had over three hundred (300) people show up to the first <br /> (1St) one (1) of those that we did. It was a huge draw. We were surprised by the turnout ourselves. <br /> It was fantastic. Since then, we've hosted one (1) additional and Mishawaka hosted one (1). We <br /> also just had one(1)over in Elkhart but the weather was horrible for that one(1). Those events are <br /> all hands on deck. <br /> Committeemember Karen White asked, With the opening of the new Fire Station off Mishawaka, <br /> you had mentioned maybe having more of a relationship with IUSB, what is the impact of that? <br /> Chief Cox replied, That is something we're looking at as a long-term recruitment tool as well. We <br /> anticipate that we will be working with IUSB in a couple of different ways. One (1), IUSB has <br /> mentioned their interest in doing a paramedic program there. That would be perfect for us to <br /> assimilate with them because we will have an ambulance parked there at that station.Additionally, <br /> Dr. Dawn Hopkins just put in a grant to do a study on fire fighter health and wellness. We are <br /> collaborating with her and in her department on that as well. I imagine our close proximity will <br /> hopefully continue to build more programs up. <br /> Scott Ruszkowski, Chief of Police for the City of South Bend with offices located at 701 W. <br /> Sample Street, stated,Thank you all for having me. I know you all had asked what all we had done <br /> since the last time we spoke. Community in-reach, we still don't have it but we will get to that <br /> later. The very first (1St) slide you see (referencing a slide in a presentation which is available in <br /> the City Clerk's Office) is a snippet from our actual website. The South Bend Police has a <br /> Transparency Hub. Everybody in the world can see it. We've had it for two (2) years and yet we <br /> have people in our own City's Administration that have never been to it yet. Anything that you <br /> can possibly think of regarding the Police Department is on that website. All of our recruiting <br /> information, too. Everything from use of force to citizen complaints, you name it. Everything is <br /> on there. So please, push everybody and especially your constituents to use that. It's there. A lot <br /> of Councilmembers use a lot of time and energy to call me or email someone to get information. <br /> You could just click on there and in about thirty(30) seconds or less you can get that information. <br /> He continued, The next slide(referencing the presentation) gives our numbers. This is January 31 <br /> through December 31.We had 1,859 accessed applications. I will say as a disclaimer to what Chief <br /> Cox said, we have found more people actually follow through with the process when they come in <br /> person to pick up the application.Now,with the help of HR and the Diversity and Inclusion Office, <br /> we've shrunk the application size immensely. With that, we've found that people who show up in <br /> person tend to last a lot longer through the process. Out of those accessed applications, eight <br /> hundred and thirty-three (833) were turned in for processing. Four hundred and thirty-six (436) <br /> applicants failed to show or withdrew from some point in the process. There is a lot of speculation <br /> of course as to why that is the case. We are looking at requirements and discussing whether or not <br /> they are too extreme. Gender and race of the eight hundred and thirty-three (833) are unknown. <br /> We don't know what they are because they are self-reporting. In 2018 we hired ten (10) white <br /> males,one(1)African American male and one(1)white female. In 2019,the academy starts today, <br /> and we have three(3)white males and one(1)white female.
