ORDINANCE NO. <br /> AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, AMENDING THE ZONING ORDINANCE AND <br /> ESTABIsISHING HISTORIC I,ANDMARK S'T'ATUS FOR TIIE STRUCTURE <br /> AND REAL PROPERTY KNOWN AS THE AVON THEATRE AND LOCATE I) <br /> AT 307 SOUTH MICHIGAN, IN THE CITY OF SOUTH BEND, INDIANA <br /> STATEMENT OF PURPOSE AND INTENT <br /> On July 12, 2012, the Historic Preservation Commission of South Bend and St. <br /> Joseph County held a public hearing to consider landmark status for the Avon "Theatre <br /> located at 307 South Michigan, South Fiend, IN 46601. At the meeting, the historic <br /> Preservation Commission adopted a proposal to recommend to the Common Council that <br /> the Avon Theatre be designated as a Historic I.,andmark pursuant to South Bend City <br /> Ordinance No. 5565-73, as amended. The historic Preservation Commission further <br /> declared that the Avon Theatre be placed under interim protection under the authority <br /> granted by South Bend City Code Section 21-13.02 subsection (d)(5). <br /> The staff of the Commission has prepared a report and recommendation for the <br /> Commission, which has heard and discussed the recommendation of the staff for the <br /> designation of the Avon Theatre as a Historic Landmark. <br /> Based on the Commission's Local Landmark Criteria adopted by the Common <br /> Council, the Avon Theatre meets two of the criteria for Local Landmark Status: <br /> 1. Its embodiment of elements of architectural design, detail, material or <br /> craftsmanship which represent an architectural characteristic or innovation. <br /> The building fulfills criteria #1 as a re-repurposed 1900 commercial structure that <br /> in 1926 was developed into the Strand Theatre which opened in 1927. The <br /> unique two storey terra cotta fagade was installed at this time. The first storey was <br /> remodeled in 1949 at the same time as the interior was updated, modernized and <br /> was re-named The Avon Theatre. <br /> 2. Its suitability for preservation. <br />
