Deferred hearing had on Improvement Resolution No. - 579 for the Pavement <br />on Portage Avenue from 1st. alley north of Kinyon Street to North, City Limits, In the <br />C ityof South Bond, Indiana. <br />ypoh said hearing a number of interested property owners appeared, but <br />no wr ittew remflnstrance, wets filed. And the Board being fully advised in the -premises <br />decides that the benefits to the property liable to be assessed for said improvements <br />are equal to -the estimated cast.. of the same, as reported by the City Civil Engineer, and <br />thereupon takea final action on said resolution with the following modification: - <br />This resolution c onf irmed and mod if ied by e l iminat ing the pavement an a Eight and one half <br />(4) foot strip in the center of the street to be used by the Chicago, South Bend & Northern <br />Ind iana Railway .Company for an extension of its tracks as per the terms of a contract <br />to be signed and file the City of South Bend by the above company prior to the <br />letting of any contract for the above improvement. A ,retaining curb four (4") inches <br />wide to be placed on either side of the Eight and one half (4) ft. strip of pavement <br />hereby eliminated, and said strip to be paved with six (6" ) inches of gravely and the <br />above resolution is hereby in all things ratified, c onf irmed and approved as modified. <br />Resolved further, that notices be published on the 8th., day of August <br />1918 and on the 15th. , day of August 1918 in a newspaper of general circulation in <br />said city, stating that this Board v11ll receive bids for the construction of said <br />improvement up to 10:00 A.M. on the 23rd. day of August 1918 The'Board beserves the <br />might to reject any and all bids, <br />Dr. F. P. Eastman interested property owner in the above improvement <br />appeared before the Board and stated he was against -said improvement going in unless <br />everything was put in previous to Pavement especially the Street Car. Mr. R. R. <br />Smith, General Manager -of the Chicago, South Bend & Northern Indiana, Railway Company <br />met with the. Board, and stated .that it would be impossible to obtain any steel rail <br />at thi" ime, even if an extension of the Portage Avenue line would be extended. Mr. - <br />Smith stated that the Street Car Company did not want to stand in the way of any public <br />improvement, but as soon as the war is over the Street Cyr Company will be willing to <br />extend their car line on Portage Avenue for the length of whatever extend the pavement <br />will be laid. Mr. Smith also stated that he would be willing to enter into a contract <br />that his company w it i lay rails as Portage Avenue -within`- tiro years after the war if the <br />price of steel is lower than it is at the present time. The Board instructed Mr. R.R. <br />Smith to have. said contract prepared and present same .to them before a contract is let <br />on Portage Avenge pavement improvement , which he agreed to do, <br />CL <br />President. <br />
