The Board of Public Works met in special session at 7:30 P.M, <br />All members present, Mayor F. R. Carson, present First part of session. <br />The meeting was called for the special. business, of meeting with the <br />property owners on Blaine Avenue between Portage Avenue and Lincoln Way West and on <br />Harvey Street between Allen Street and Blaine Avenue to discuss the proposition for the <br />s ubs t itut ion of Tax is o Asphalt for Tr in idad Lake Asphalt as named in the contract with <br />the WillSston Cnstruction Company. There were sixteen property owners , residents <br />on Blaine Avenue and on eproperty owner on Harvey Street present 'at the meeting, The <br />Board explained to the meeting the Pacts -surrounding the letting of the contract on <br />the bad" of.Trin`idad Natit:ral Lake Asphalt. The further application by the City for <br />s uff is ient asphalt to be used by the contract in a omplet ing the improvement and the <br />fact of the refusal of the oil division of the United States Government to allow the <br />producer to sell such asphalt to the Williston Construction. -Company and the notice <br />received by the City from the United States governmamt bnzfile,- vas read to the meeting, <br />-The City engineer explained the material known as Tex is o asphalt to the meeting and all <br />property v are were given a change to state whether they were for or against the <br />substitution. The meeting then resolved itself into a general discussion of all present, <br />and after a full hear ing the Board ,dismissed the property owners -and in the preserAe <br />of t)*City Engineer then discussed the matter of making the sulbst itut ion. No final <br />deeds ion was reached at this, m; et ing and the meeting then adjourned. <br />
