Martin, Clerk <br />Board of Public Works <br />FROM: Zach Hurst, Project Engineer <br />Kyle Silveus, Assistant City Engineer <br />SUBJECT: Award Project No. 118-086R <br />Liberty Tower Improvements <br />DATE: February 12, 2019 <br />WN111111111111 <br />On J'anua 22 2019 the Board of Public Works opened and read bids for the above project. <br />For Division C, involving storefront -style glass and window work, Environmental Glass was the <br />only contractor to submit a bid package. The bid amount was $299,000. <br />Upon review of the bid package, it was determined Environmental Glass did not acknowledge <br />Addendum No. 1, and therefore submitted an incomplete bid package. The bid was rejected at <br />the 2/7/19 Board of Public Works Agenda Review session. Further review of the bid package <br />noted the contractor does not belong to an apprenticeship program recognized by the U.S. <br />Department of Labor. As such, the bid would have been rejected even had Addendum No. 1 <br />been acknowledged. <br />Subsequently, as no bids were received for Division C, the Open Market contracting method <br />was used to secure a quote from Environmental Glass in the amount of $304,000. Addendum <br />No. 1 from the bid package added $5,000 to the contract value for unforeseen conditions, <br />meaning this Open Market contract is for the same value as the `intended' bid price, had <br />Environmental Glass acknowledged Addendum No. 1 during the public bid process. <br />The project schedule does not allow for a 2nd re -bid, and rebidding is not expected to generate <br />interest from any additional contractors. <br />Sufficient funds have been appropriated from RWDA TIF (324-1050-460-42-02). <br />Please call with your questions (3057). <br />..t: .
