<br />I have examined the contract, plans, and specifications in the matter of the
<br />improvement of Eddy Street and Mihhawaka Avenue by the White Construction Company, and
<br />/ it is my opinion does not provide for and require the laying of a mortar cushion
<br />V under the brick pavement,along the ,tracks ,of ,the Street raa,il"'Way tracks. On the con-
<br />trary the same ,seems ,to contemplate the use of sand cushion.
