CITY OF SOUTH BEND OFFICE OF THE CLERK <br /> people and that is often the biggest challenge trying to attract people to South Bend. People want <br /> to live close to campus. That is the market we are looking to attract here, and Century Builder has <br /> had some recent experience to make that happen. The other types of measures that can be taken to <br /> address the Big Event Weekend parking is that the City and the Neighborhood Association could <br /> put up temporary No Parking signs. We want to create a walkable community here to integrate <br /> what we are doing with the existing neighborhood there and to provide housing for individuals <br /> who work at Notre Dame. <br /> Committee Chair Davis asked, How many meetings have you had with the neighbors? <br /> David Sieradzki, Century Builders with offices located at 314 W Catalpa Drive, replied, Before <br /> the letter went out from the Area Plan Commission we created our own letter and we hand <br /> delivered it to the fifty-three (53) residents in the area. I had impromptu meetings over a couple <br /> nights after work. I parked my car and I would walk the neighborhoods. We have been building <br /> on Howard Street so there were a number of neighbors we had met previously. We made some <br /> friends along the way. We've been in the neighborhood and we understand we are building in their <br /> neighborhood. We had an open house meeting set after I introduced myself to the rest of the <br /> neighbors. We had some good attendance, but it was raining that night. The main concerns were <br /> the traffic and density was the scary word. I think in South Bend we have to look at density to be <br /> solved by good design, which I think we're doing, and not worry about it being too big of an <br /> impact. We are building townhomes like these on the old TRANSPO property. If we put <br /> townhomes in a walkable neighborhood and price them correctly, we get people who are living <br /> and working in the community and it is a very good thing for them. And we met with the NNRO <br /> representatives. <br /> Committeemember Jo M. Broden stated, I want to thank the developers and petitioners for the <br /> active engagement of the neighborhood. Individually, house to house, you can't beat that. Second <br /> (2nd), the open house meeting held, I and Councilmember Voorde attended that and heard the <br /> neighbor feedback. I think one(1) takeaway is your track record in developing the old TRANSPO <br /> site and your marketing approach on that. Obviously, folks had a huge concern regarding, and it is <br /> overall relative to these properties near campus,the vacant homes. These are second(2nd)and third <br /> (3rd) homes for people and they are vacant all but for those key weekends, whether it be football <br /> or other events that occur. If you can solve that event issue,let me know.And,the parking,relative <br /> to event issues. So, I appreciate that. I do think another important takeaway for me that night was <br /> the importance of a home owners association. Will you be committing to that? Is that planned? <br /> Mr. McMorrow replied, Yes, we are absolutely. <br /> Committeemember Broden followed up, You've started the dialogue, right? And by the door to <br /> door, and the open house, I mean I think, for me as a representative, and somebody will fill in my <br /> doors very shortly, but that ongoing communication is really important. Neighbors need an entity <br /> to interface with when issues arise, or, as we have found out with our Campus Community <br /> Connection Committee, if the dialogue never stops, you've built that relationship that helps solve <br /> problems proactively. I won't ask for it to be a commitment if you intend to do it, but I think it <br /> would be a nice signal to the neighbors. The other piece is that I'm really happy to hear,post Area <br /> Plan Commission meeting, the pivot toward kicking that access way toward Jacob Street. I think <br /> that is a win-win for the neighborhood and for you. It is a natural connection versus a mid-block. <br /> Especially because there is no current sidewalk on either side of Jacob Street.
