REGULAR MEETING January 14, 2019 Be it remembered that the Common Council of the City of South Bend, Indiana met in the Council Chambers of the County-City Building on Monday, January 14th, 2019 at 7:00 p.m. The meeting was called to order by Council President Tim Scott and the Invocation (Matthew Wesaw, Chairman of the Pokagon Band of Potawatomi) and Pledge to the Flag were given. ROLL CALL COUNCIL MEMBERS PRESENT: Tim Scott 1st District, President Regina Williams-Preston 2nd District Sharon L. McBride 3rd District Jo M. Broden 4th District Jake Teshka 5th District Oliver J. Davis 6th District John Voorde At-Large, Chairperson Committee of the Whole Gavin Ferlic At-Large Karen L. White At-Large, Vice President OTHERS PRESENT: Kareemah Fowler City Clerk Jennifer Coffman Chief Deputy Clerk Bianca Tirado Deputy Clerk Graham Sparks Clerk Executive Assistant Bob Palmer Council Attorney REPORT FROM THE SUB-COMMITTEE ON MINUTES Councilmember Karen White made a motion that the minutes of the December 10th, 2018 and January 7th, 2019 meetings of the Council be accepted and placed on file. Councilmember Oliver Davis seconded the motion which carried by a voice vote of nine(9) ayes. Council President Tim Scott stated, I would like to thank former Vice-President Oliver Davis for his service to the Common Council as Vice-President for three (3) years. Thank you so much. I would also like to thank Councilmember Gavin Ferlic for his commitment to Chairperson of the Whole for that time as well. Thank you, sir. I would like to recognize Vice-President Karen White in her new role and Chairperson of the Whole, John Voorde. Thank you. SPECIAL BUSINESS MOTION REGARDING SOUTH BEND COMMON COUNCIL V. SOUTH BEND CITY ADMINISTRATION ST. JOSEPH SUPERIOR COURT NO. 71D07-1209-MI-000159 Councilmember Jo M. Broden stated, The public record of the St. Joseph Superior Court establishes that the remaining parties in the South Bend Common Council v. South Bend City Administration St. Joseph Superior Court, Docket Number 71D07-1209-MI-000159 are ordered to complete mediation on or before December 31St,2018.The parties have complied with the order. Under the rules of the Indiana Supreme Court, mediation sessions shall be confidential, and the confidentiality of mediation cannot be waved. Under the Indiana Open Door Laws, the Common Council can either accept or reject any mediation proposal only at a public meeting and by a majority vote.
