REGULAR MEETING January 14, 2019 <br /> Be it remembered that the Common Council of the City of South Bend, Indiana met in the Council <br /> Chambers of the County-City Building on Monday, January 14th, 2019 at 7:00 p.m. The meeting <br /> was called to order by Council President Tim Scott and the Invocation (Matthew Wesaw, <br /> Chairman of the Pokagon Band of Potawatomi) and Pledge to the Flag were given. <br /> ROLL CALL <br /> COUNCIL MEMBERS PRESENT: <br /> Tim Scott 1st District, President <br /> Regina Williams-Preston 2nd District <br /> Sharon L. White At-Large, Vice President <br /> OTHERS PRESENT: <br /> Kareemah Fowler City Clerk <br /> Jennifer Coffman Chief Deputy Clerk <br /> Bianca Tirado Deputy Clerk <br /> Graham Sparks Clerk Executive Assistant <br /> Bob Palmer Council Attorney <br /> REPORT FROM THE SUB-COMMITTEE ON MINUTES <br /> Councilmember Karen White made a motion that the minutes of the December 10th, 2018 and <br /> January 7th, 2019 meetings of the Council be accepted and placed on file. Councilmember Oliver <br /> Davis seconded the motion which carried by a voice vote of nine(9) ayes. <br /> Council President Tim Scott stated, I would like to thank former Vice-President Oliver Davis for <br /> his service to the Common Council as Vice-President for three (3) years. Thank you so much. I <br /> would also like to thank Councilmember Gavin Ferlic for his commitment to Chairperson of the <br /> Whole for that time as well. Thank you, sir. I would like to recognize Vice-President Karen White <br /> in her new role and Chairperson of the Whole, John Voorde. Thank you. <br /> SPECIAL BUSINESS <br /> MOTION REGARDING SOUTH BEND COMMON COUNCIL V. SOUTH BEND CITY <br /> ADMINISTRATION ST. JOSEPH SUPERIOR COURT NO. 71D07-1209-MI-000159 <br /> Councilmember Jo M. Broden stated, The public record of the St. Joseph Superior Court <br /> establishes that the remaining parties in the South Bend Common Council v. South Bend City <br /> Administration St. Joseph Superior Court, Docket Number 71D07-1209-MI-000159 are ordered <br /> to complete mediation on or before December 31St,2018.The parties have complied with the order. <br /> Under the rules of the Indiana Supreme Court, mediation sessions shall be confidential, and the <br /> confidentiality of mediation cannot be waved. Under the Indiana Open Door Laws, the Common <br /> Council can either accept or reject any mediation proposal only at a public meeting and by a <br /> majority vote.
