REGULAR MEETING January 14, 2019 <br /> enhancement to a crime. If you committed a crime while being a member of a gang,that can be an <br /> enhancement to a crime. So, this is not asking Indiana to do anything new. This is not asking <br /> Indiana to create something that has never existed. This is asking Indiana and the legislators <br /> downstate to do the right thing and protect those who deserve it very much. Thank you. <br /> Council President Tim Scott stated, Thank you to our sponsors, Councilmembers Broden and <br /> Voorde. <br /> Councilmember Gavin Ferlic made a motion to adopt Bill No. 19-02 by acclamation. <br /> Councilmember Karen White seconded this motion which carried unanimously by a voice vote of <br /> nine(9) ayes. <br /> Councilmember Jo M. Broden stated, If anyone who spoke tonight would like to convey your <br /> written documents,please pile them up and we will transmit them as well. If there is an electronic <br /> copy, I'm sure Graham Sparks in the Clerk's Office would be happy to compile them, as well. <br /> Thank you all, I appreciate it. <br /> Council President Tim Scott announced, If you are here for Bill No. 18-73 regarding 1718 Marine <br /> Street, that has been withdrawn by the petitioner. <br /> REPORTS OF CITY OFFICES <br /> Representing the City Administration: Suzanna Fritzberg, Deputy of Chief of Staff <br /> RESOLVE INTO THE COMMITTEE OF THE WHOLE <br /> At 7:56 p.m. Councilmember Oliver Davis made a motion to resolve into the Committee of the <br /> Whole. Councilmember Karen White seconded the motion which carried by a voice vote of nine <br /> (9) ayes. Councilmember John Voorde, Chairperson, presiding. <br /> Councilmember John Voorde stated, I would like to thank Councilmember Gavin Ferlic for his <br /> willingness to share leadership in the last year of our term. I'm sure Councilmember Karen White <br /> feels the same way and I would like to thank Councilmember Oliver Davis for the same reason. <br /> Councilmember John Voorde explained the procedures to be followed for tonight's meeting in <br /> accordance with Article 1, Section 2-11 of the South Bend Municipal Code. <br /> PUBLIC HEARINGS <br /> BILL NO. <br /> 59-18 PUBLIC HEARING ON AN ORDINANCE <br /> AMENDING THE ZONING ORDINANCE FOR <br /> PROPERTY LOCATED AT 1405 & 1505 EAST <br /> HOWARD STREET, COUNCILMANIC <br /> DISTRICT NO. 4 IN THE CITY OF SOUTH <br /> BEND, INDIANA <br /> Councilmember Oliver Davis, chair of the Zoning and Annexation Committee, reported that they <br /> met this afternoon and send this bill forward with a favorable recommendation. <br /> Jordan Wyatt, Planner with the Area Plan Commission with offices located on the 11th floor of the <br /> County-City Building, South Bend, IN, served as the presenter for this bill. Mr. Wyatt stated, I <br /> have a handout that are the amended written commitments from this afternoon's Committee <br /> meeting regarding this rezoning (which is available in the City Clerk's Office). The petitioner is <br /> requesting to rezone the area outlined in red(referencing a slide in a presentation which is available <br /> in the City Clerk's Office) from SF-Two (2), Single-Family and Two (2)-Family District, to MF- <br /> One (1), Urban Corridor Multi-Family District. To the north and west is Frederickson Park zoned <br /> SF-Two (2), Single-Family and Two (2)-Family District. To the east are Single-Family homes <br /> zoned SF-One (1), Single-Family and Two (2)-Family District. To the south are Single-Family <br /> 10 <br />
