CITY OF SOUTH BEND PETE BUTTIGIEG, MAYOR <br />DEPARTMENT OF PUBLIC WORKS <br />Eric Horvath, Director <br />January 14, 2019 <br />Board of Public Works <br />City of South Bend <br />1316 County City Building <br />227 West Jefferson Boulevard <br />South Bend, IN 46601 <br />RE: Modification of Industrial Wastewater Discharge Permit <br />Dear Board Members: <br />The Division of Environmental Services recommends approving the modification of the Industrial Discharge <br />Permit for St. Joseph Energy Center at the January 22, 2019 Board of Public Works Meeting. <br />St. Joseph Energy Center has requested a sampling waiver in accordance with Sec. 17-10(o)(4)(f) of the City of <br />South Bend Municipal Code for the Priority Pollutants specified in 40 CFR 423 Appendix A. St. Joseph <br />Energy Center has conducted two (2) monitoring events in 2018 for these Priority Pollutants and has submitted <br />technical factors, all of which showed that the pollutants are not present in the discharge. Additionally, there is <br />no federal or local limit requirement for St. Joseph Energy Center to sample for these Priority Pollutants. St. <br />Joseph Energy Center shall continue monitoring all the required parameters and at the frequency indicated in <br />Part 11(A) (1) of SJEC's current Industrial Discharge Permit. <br />In accordance with Sec. 17-10(o)(4)(f)(iii), St. Joseph Energy Center's industrial wastewater discharge permit <br />must be modified before finalizing the approval of the sampling waiver request. The first nine (9) pages of St. <br />Joseph Energy Center's discharge permit have been included in this package. These modifications are in red <br />and underlined. No other changes to St. Joseph Energy Center's Industrial Discharge Permit, other than the <br />Priority Pollutant wavier, were implemented. <br />If you should have any questions, please don't hesitate to contact me at (574) 235-5852, or at <br />Please let us know if we need to attend the Board Meet and present this permit <br />
