Staff Report 12/7/2018 <br /> APC # R250-18 <br /> Owner: <br /> Location: A Rof Area Plan Commission of St.Joseph County, <br /> Indiana,esolution approving the the Southeast Neighborhood Master Plan, City of <br /> South Bend <br /> Jurisdiction: City of South Bend <br /> Public Hearing Date: 12/18/2018 <br /> Requested Action: <br /> Approval of the Southeast Neighborhood Master Plan for the City of South Bend, Indiana <br /> pursuant to IC 3-7-501. The Plan, a revitalization plan for the Southeast Neighborhood, <br /> will be an amendment to City Plan, The City of South Bend Comprehensive Plan. <br /> Staff Comments: <br /> This strategic revitalization plan has been reviewed by the staff.The purpose of the Plan is <br /> as follows: I) provide context for existing neighborhood enhancement efforts; 2) provide a <br /> set of recommendations that will help guide decision making in the Southeast <br /> Neighborhood; 3)build confidence for future investment by neighborhood stakeholders and <br /> other community partners;4) instill pride for residents who believe in the neighborhood's <br /> potential; and 6) improve quality of life for residents,their children, and grandchildren. <br /> The Plan includes 10 initiatives that are divided into four categories:Civic Centers, <br /> Neighborhood Nodes,Community Corridors,and Neighborhood Infill. Civic Centers is <br /> focused on highlighting and strengthening the institutional and public uses within the <br /> Southeast Neighborhood. Neighborhood Nodes looks to build neighborhood commercial <br /> centers that include a market,small-business incubator, and improvements to the <br /> Studebaker Golf Course. Community Corridors goal is to improve the major corridors of <br /> Fellows, Dubai!,and Miami Streets and restoring Bowman Creek,which runs mostly <br /> underground,with a multiuse trail. <br /> It is anticipated that the Commission staff will be involved in reviewing the South Bend <br /> Zoning Ordinance to determine that the appropriate amendments are adopted to <br /> accomplish the general strategy. <br /> Recommendation: <br /> Based on information available prior to the public hearing,the staff recommends that the <br /> Area Plan Commission adopt the Southeast Neighborhood Master Plan,and recommend to <br /> the Common Council that it adopt the Southeast Neighborhood Master Plan. <br /> APC# R250-18 Page I of 2 <br />
