South Bend Redevelopment Commission <br />Regular Meeting —June 14, 2012 <br />7. PROGRESS REPORTS (CONT.) <br />upcoming Commission agenda item: the Riverfront <br />Development District. This will be a topic for the <br />Council on the June 25 and for the Commission on June <br />28. Ms. Nicholl -Smith distributed a draft copy of the <br />resolution that will be before the Council June 25. The <br />resolution contains a map of the area and a legal <br />description. A City Council can declare a Riverfront <br />Development District 1,500 ft. or three blocks from <br />river in a redevelopment area. In a riverfront <br />development district a restaurant would have access to a <br />three -way liquor license at the "Riverfront price," which <br />is $1,000. That's the base price for a liquor license in <br />Indiana, but currently there a limited number of licenses <br />available in the state. Standard liquor licenses are <br />transferable, so when one becomes available, it sells for <br />as much as $40,000. Under the Riverfront District <br />legislation, there would be an incentive for a restaurant <br />to locate downtown because they could get a liquor <br />license there and it would cost a reasonable amount of <br />money. There are 22 municipalities across the State of <br />Indiana and only 133 liquor licenses. Riverfront District <br />licenses are not transferable. <br />Ms. Nicholl -Smith also supplied a draft of the local <br />process to be established for securing a liquor license <br />under the Municipal Riverfront District. Once the <br />district is declared, if someone wants a license, they fill <br />out a liquor license application and check a particular <br />box that this is a Riverfront District area. Then they <br />provide a copy of the ordinance that's passed by <br />Council, a copy of the map with their noted location, <br />and a letter from the Mayor which indicates support for <br />the restaurant to have a liquor license. The "local <br />process" is the procedure for getting the support letter <br />from the mayor. That is not meant to be arbitrary. <br />Mr. Varner asked what the nature was of the Mayoral <br />letter. Ms. Nicholl -Smith noted that it validates yes this <br />location is within the district and yes the support of <br />application is there as well. If you don't have a letter <br />21 <br />
