ATTACHMENT A: SCOPE OF SERVICES PHASE I <br />It is our understanding that the City of South Bend wishes to establish an impervious cover based <br />stormwater utility to provide long-term and sustainable funding for its stormwater program. It is <br />also our understanding that the city wishes to break this effort into phases to accommodate available <br />funding. As Phase I of this effort, CBBEL will evaluate the city's existing GIS data aerial imagery, <br />digitize impervious cover of non-residential parcels, and prepare a rate structure database to be used <br />in subsequent phases to establish the stormwater utility. <br />Work under subsequent phases, will develop a stormwater program budget, recommend a fair and <br />equitable stormwater fee and rate structure, summarize these findings in a rate study report, assist in <br />building public support, assist with the utility adoption process, and support biffing staff in the <br />conversion of the rate study database to the city's billing database. <br />CBBEL will complete the following tasks as part of Phase I <br />Task I — Impervious Surface Digitization: CBBEL will review the city's GIS data and most <br />recent aerial imagery and will digitize the impervious cover of non-residential properties within the <br />city limits. We will digitize a representative sample of residential properties within the city limits to <br />establish an equivalent residential unit (ERU). The deliverable. <br />for this task will be a GIS shapefile <br />and associated attributes table of the non-residential impervious area. <br />Task 2 — Prepare Rate Structure Database: CBBEL will create a rate structure database with the <br />number and percentage of parcels, impervious cover, and number of ERUs for each property class. <br />The rate structure database developed in Phase I is the foundation of the fee and rate structure for <br />the stormwater utility determined in subsequent phases of the impervious cover based stormwater <br />utility. <br />Attachment A, Scope of Services - Phase I <br />EJCDC E-520 Short Form of Agreement Between Owner and Engineer for Professional Services. <br />Copyright 02009 National Society of Professional Engineers for EJCDC.
