Elmer Street, stated, We need to look at
disparity in our community. Last year, our Administration commissioned a study to quantify that
problem. Some communities are doing better than others, and specifically, African Americans
seem to not be doing as well in the City of South Bend. We'll go through the Racial Wealth Divide
report that was done by Prosperity Now, which shows the disparity between the communities.
We'll also look at what the issues are that contribute to disparity. There are three (3) main City
departments that we want to look at. The Department of Community Investment is responsible for
looking at development and taking our tax dollars and investing them in places that make sense in
order to move our City forward. Over the last few years, we've found that home owners are in
need of home repair assistance. The City of South Bend went back and asked what they could do
differently. We got a Westside pilot going on right now that puts $650,000 directly into Westside
neighborhoods for homeowners to fix up their homes. We also have a whole department looking
at the existing resources that may not be associated with the City of South Bend, such as Real
INTEGRITY' SERVICE'ACCESSIBILITY
JENNIFER M.COFFMAN BIANCA L.TIRADo JosEPH R MOLNAR
CHIEF DEPUTY/DIRECTOR OF OPERATIONS DEPUTY/DIRECTOR OF POLICY ORDINANCE VIOLATION CLERIC
EXCELLENCE I ACCOUNTABILITY I INNOVATION I INCLUSION I EMPOWERMENT
455 County-City Building 1227 W.Jefferson Blvd.I South Bend,Indiana 46601 I p 574.235.9221 I f 574.235.9173 I www.southbendin.gov
