L j) .5 IRS South Bend Common Council LU 227 West Jefferson Blvd Suite 400 S South Bend, Indiana 46601 May 23, 2012 Committed Members of the South Bend Common Council, It is with great enthusiasm that I write to support the creation of the Downtown South Bend Municipal Riverfront Development District. The creation of this district is the first step in being able to offer a valuable recruitment tool for new dining, cultural and entertainment venues along or near the Saint Joseph River in downtown. The information you have received pursuant to this topic is the culmination of several months of work which represents input and collaboration from your fellow council members, downtown businesses and stakeholders,the City of South Bend's Mayor's Office,Attorney's Office, and Community& Economic Development, Indiana Alcohol &Tobacco Commission, and other municipalities across the State of Indiana. I believe that you will find the maps, processes, and FAQs to be well researched, clear, and in the best interest of our community. To be clear,the first step in being able to offer Municipal Riverfront Development District liquor license is the definition and creation of the district itself. The ordinance upon which you will vote simply does that— defines and creates the district. From there, we seek to work with the Redevelopment Commission to approve and establish the process by which these licenses will be granted. As you will note, the Common Council is indeed included in this approval process. Thank you for your consideration and your service to our community.
