South Side Development Area <br /> (1) Resolution No. 3037 approving and <br /> authorizing execution of an Amendment to <br /> the Addendum to the Master Agency <br /> Agreement with the Board of Public <br /> Works (Fellows Street Corridor <br /> Improvement Project— Supplement #2). <br /> Mr. Schalliol noted that in April, 2011, the <br /> Commission approved the original addendum <br /> for this project which hired Christopher B. <br /> Burke Engineering Ltd. staff to help <br /> coordinate study of the traffic circulation of <br /> Fellows and Ireland and Fellows Street north <br /> to Chippewa. The purpose of this <br /> infrastructure study was based on the INDOT <br /> plan to construct a bridge over the U.S. 20 <br /> Bypass and build a new connector roadway <br /> on the Fellows Street alignment from Gilmer <br /> Park south of the bypass to the intersection of <br /> Ireland and Fellows. The state anticipates <br /> that roadway to be completed in 2013. <br /> The Phase 2 proposal, approved by the <br /> Commission in December, 2011, segmented <br /> design work into three phases including (1) <br /> Design Services, (2) Rule 5 Permit (IDEM) <br /> and (3) Bid Services. Over the course of the <br /> Phase 2 design work, a major redesign was <br /> done, which shifted the project to the east <br /> side of Fellows based on drainage and <br /> 22 <br />
