Section I. The City of South Bend will immediately enact standards by which"severe weather" is <br /> defined; <br /> Section II. The City of South Bend will identify, maintain and make known to its residents, places of <br /> shelter during severe weather, whether that weather be the result of heat,heat index, cold,wind chill or other life <br /> threating conditions such as tornadoes. <br /> Section III. The City of South Bend will ensure that the local and state weather amnesty homeless shelter <br /> fire and building code inspections, occupancy permit requirements, and all construction design work for the <br /> project will be enacted in a timely manner in order for the shelter to meet the weather amnesty start date that will <br /> be defined by the City of South Bend. <br /> Section IV: That our local governments, including the City of South Bend, the City of Mishawaka, the <br /> St. Joseph County Council, the St. Joseph County Commissioners, and the local public schools come together in <br /> the year of 2019 to plan solutions for homeless populations. <br /> Section V: That all community partners who are reimbursed by the City of South Bend for the <br /> construction, leasing costs and any other fees which are associated with operating the weather amnesty program <br /> in the City of South Bend meet the expected timelines to commence the start and ending dates of the weather <br /> amnesty program. <br /> Tim Scott, Council President <br /> South Bend Common Council <br />
