PUBLIC WORKS & PROPERTY VACATION MAY 14, 2012 <br />3:30 P.M. <br />Committee Members Present: <br />Dr. David Varner, Oliver Davis, Gavin Ferlic, Valerie Schey <br />Other Council Present: <br />Tim Scott, Henry Davis, Dr. Fred Ferlic, Karen White, Derek Dieter <br />Citizen Member: Vacant <br />Other's Present: Kathy Cekanski- Farrand, Gary Gilot, Mark Neal, Sherri Miller - Story, <br />Mayor Pete Buttigieg <br />Agenda: Bill No 15 -12 — Changes in Regulations for Alternative Fuels <br />Committee Chair Dr. David Varner with full Committee and Council present began the <br />hearing on Bill No. 15 -12 by calling upon co- sponsors Henry Davis and Oliver Davis for <br />the presentation. <br />The bill is designed they explained to encourage the City's use of alternative fuels to both <br />lower fuel costs and lower emission levels resulting in cleaner air. Their explanation <br />touched upon modeling "best practices: of other communities as well as an array of <br />grants for "green" initiatives from state and federal government. Supplementing the cost <br />savings rationale was a chart of potential savings for the City through 2023. (Hand out on <br />file in the Office of the City Clerk.) Oliver Davis spoke of TRANSPO's interest in <br />alternative fuels while Henry cited other city's successful experiences. <br />During Council Q and A, Valerie Schey wondered about up from implementation costs. <br />Gavin Ferlic advised coordination with the city energy manager, Jon Burke. Dr. Ferlic <br />suggested working with local colleges and urged caution in light of high costs of <br />conversion. Tim Scott urged further researching "best practices." <br />During the public portion, Gary Gilot said the city has long studied the viability of using <br />alternative fuels; but had been stymied by high capital start-up charges. Perhaps a federal <br />grant could be pursued to offset the costs countered Henry Davis. <br />The Davis' in summary reminded the Council that the bill does not commit the City to <br />alternative fuel use. The bill only encourages investigation and foes require semi annual <br />reports from the City outlining their efforts. <br />On that Oliver Davis moved the bill be forwarded favorably. Valerie Schey seconded <br />and all affirmed. <br />
