Community & Economic Development <br />Personnel & Finance May 14, 2012 <br />4.54 p.m. <br />Councilmember's Present: <br />Tim Scott, Henry Davis, Valerie Schey, Dr. Fred Ferlic, Gavin Ferlic, Dr. David Varner, <br />Oliver Davis, Karen White, Derek Dieter <br />Citizen Members: <br />Tamara McNally, Personnel & Finance <br />Pat Crowley, Community & Economic Development <br />Other's Present: <br />Tony Fitts, Sam Brown, Mayor Pete Buttigieg, Kathy Cekanski - Farrand, Murray Miller, <br />Gary Gilot, Mark Neal <br />Agenda: Bill No. 12 -41 — MBE/WBE Compliance Officer <br />This bill, 12 -41, is a major step in the implementation process of the mechanics of the <br />Council initiated effort to encourage the participation of minority and women owned <br />businesses in the public contracting arena. <br />Karen White chaired the joint committee meeting with full attendance, Karen recounted <br />the background resulting in the passage of the bill, the formation of the 9 member board <br />and the 12 meetings leading up to today's request for ratification. She then asked the <br />Board President Tony Fitts to describe the process resulting in their selection of a <br />Chicago based Trinal Corp. selected to implement the intent of the bill. Karen then asked <br />Cit Controller Mark Neal to explain the fiduciary relationship between Trinal and the <br />City. Karen then recognized Henry Davis who expressed support for the bill; but some <br />dismay at an out of town from being chosen for the implementation plan. Henry also <br />thought the Board should have it own legal counsel. He also registered a request that <br />MBW /WBE meeting notices be disseminated by the Clerk's Office like any other public <br />meeting notice. <br />Murray Miller expressed concern that the union trades were not represented on the <br />MBW/WBE BOD. <br />Finally, Henry Davis motion for a favorable referral. Pat Crowley seconded and all <br />supported. <br />
