RESOLUTION <br /> Bill No. 12-S <br /> A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,INDIANA, <br /> REQUESTING THAT WESTERN AVENUE BE DESIGNATED AS A TOP PRIORITY FOR <br /> REVITALIZATION AND THAT A NEW ACTION PLAN BE DEVELOPED <br /> in June of 1999, the "Western Avenue Commercial Corridor Revitalization Action <br /> Plan" was unveiled which set forth the following goals: <br /> ® "To establish Western Avenue as an attractive commercial corridor that satisfies the <br /> convenience and services needs of nearby residents and commuters"; and <br /> "To satisfy the stated national goal of `smart growth' by providing redevelopment <br /> sites that avoid the detrimental affects of sprawl"[Action Plan, p. 2]; <br /> 6*" the success of the Western Avenue Commercial Corridor Revitalization Action Plan" <br /> was to be based on the "ease of implementation" which addressed; "a base of facts & valid <br /> assumptions; participation from all constituencies; measureable, achievable goals; feasible, specific, <br /> and complete Action Steps; and provision for regular review and adjustment of the Action Plan"; and <br /> 6/l7" the 50-page Western Avenue Commercial Corridor Revitalization Action Plan" is <br /> accessible from the City's Community Development website and appears not to have been updated <br /> recently, with the last date addressed in the Action Plan being 2002; and <br /> 4 Western Avenue is listed as a boundary on at least three (3) neighborhood <br /> organizations, namely the West Side Neighborhood Organization, the LaSalle Park Neighborhood <br /> Association, the West Side Neighborhood Organization, which are all listed on the "City of South <br /> Bend Directory of Neighborhood Based Organizations, Historic Districts and Commercial Corridor <br /> Groups" which are in addition to many business organizations in that area. <br /> ,Xk&f" � . <br /> Section I. The Common Council of the City of South Bend, Indiana, believes that despite the <br /> efforts made under the 1999 Western Avenue Commercial Corridor Revitalization Action Plan, that the <br /> City of South Bend needs to re-dedicate its efforts to improving this vital and high-traveled western <br /> entrance to Downtown South Bend, Indiana. <br />
