South Bend Central Development Area <br />(1) continued... <br />we incur to manage and maintain the <br />property are all covered by the Police <br />Department's monthly payment. <br />Mr. Downes mentioned he spoke to several <br />downtown business owners about the police <br />substation and they are all very excited about <br />it. However, Mr. Downes believes it would <br />be preferable if there were a retail operation <br />there and the police could locate someplace <br />else. He asked how the Police Department <br />would feel if a viable tenant comes along, <br />and the police sub - station was asked to <br />relocate? <br />Mr. Horvath relayed that the retail space is <br />centrally located for the Police Department <br />and ideal for deployment of foot patrols as <br />well as bike officers. It will cut down on <br />response times. It's also a very good use of <br />city -owned property at a very good rate to <br />the Police Department. The police are aware <br />it could be asked to relocate. <br />Mr. Davis relayed his excitement to have the <br />police in the downtown, for both the <br />perception and reality of safety. <br />Upon a motion by Mr. Downes, seconded by <br />Mr. Davis and unanimously carried, the <br />Commission approved Use and Occupancy <br />License Agreement with the Police <br />Department for use of 119 S.
