White 435 County-City Building Chairperson, Committee of the Whole South Bend Indiana 46601 Tim Scott RE: AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH First District BEND, INDIANA,AUTHORIZING AND ESTABLISHING THE BOUNDARIES OF A DOWNTOWN MUNICIPAL RIVERFRONT DEVELOPMENT PROJECT Henry Davis, Jr. Second District PURSUANT TO INDIANA CODE 7.I-3-20-I6 Valerie Schey Dear President Dieter: Third District Attached for filing please find the above-referenced Ordinance to be considered by the Fred Ferlic Common Council at its May 29, 2012 meeting. The intent of this Ordinance is to kick- Fourth Distract start further economic development in the downtown by providing a recruitment tool to encourage quality eating establishments, entertainment, and cultural venues to locate David Varner within 1,500 feet of the river by making available lower cost non-transferable 3-way Fifth District licenses that are not subject to the quota. State Code 7.1-3-20-16 allows for the creation of Oliver J. Davis a Municipal Riverfront development area to be declared in blighted locations within 1,500 Sixth District feet from a river's edge. The Ordinance is in line with our city's repeated desire to cultivate our river as an asset. Derek D. Dieter At Large Through its Resolution No. 4163-12, adopted on March 26, 2012, the South Bend Common Council expressed its interest in.establishing a Municipal Riverfront Project. The Gavin Ferlic proposed Ordinance would be the realization of this Resolution. By the adoption of this At Large Ordinance, South Bend would join 22 Indiana cities and towns who have already designated a municipal riverfront project, which has resulted in the issuance of 130 Karen L. White fr riveront licenses ATC designated At Large ( License No. 221-3) which have fostered economic development in these cities. Councilman Dr. Fred Ferlic (District 4) is co-sponsoring this Ordinance along with myself. Your favorable consideration is requested.
