Council President Tim Scott <br /> October 3,2018 <br /> Page 2 <br /> Another change to the previous process is the creation of a Special Events Committee consisting of five <br /> members from the most affected City departments. This Committee is responsible for the decision to issue a special <br /> event permit. Implementation of a committee review process is expected to result in reasonably prompt and thorough <br /> decisions with greater convenience to applicants. <br /> This ordinance also provides for special events involving free expression protected by the First Amendment <br /> of the United States and Indiana constitutions. No fee is imposed for these events, but sponsors are required to <br /> submit an application to hold the event in the public right of way. Specific weapons and facial coverings are restricted <br /> for such events in light of recent national occurrences where law enforcement officers were placed at risk during such <br /> events. The restrictions in weapons and face coverings contained in this ordinance were taken from laws from other <br /> cities. <br /> The persons expected to participate in the presentation of this ordinance to the Common Council are Jitin <br /> Kain, Chief Scott Ruszkowski or his designee. I will be present for legal questions. Mayor Pete's chief of staff Ms. <br /> Laura O'Sullivan and/or deputy chief of staff Suzanna Fritzberg may also participate. <br /> Thank you for your assistance.
