Recently,too,we met with Council member Jo Broden which <br /> resulted in a few more changes/clarifications to the original text. <br /> Most changes within the attached Substitute Bill are non-substantive, but four changes are significant. The most <br /> significant change is the recodification of this new special event regulatory ordinance. Because we had begun this <br /> amending process several years ago,in drafting Ordinance 55-18,I began working from a previously prepared template <br /> that created a new Chapter 14 within Article 14 of the Municipal Code. Since the time the original template was <br /> prepared,the busker ordinance was adopted which created a new Chapter 14. For that reason,the regulatory scheme <br /> covered under this Bill 55-18 requires that the new Chapter within Article 14 of the Municipal Code be Chapter 15, <br /> not 14. That change is made in this Substitute Bill. <br /> The first change within the ordinance text is the deletion in previous Section 14-148 (a) (now 15-175 (a))of a fixed <br /> dollar maximum($1,400) that the City will cover for non-profit special events in favor of a standard based solely on <br /> personnel hours, specifically a total of 32 hours of police personnel time and 8 hours of public works personnel <br /> (mostlytraffic and lighting)time.The second major change is at former Section 14-142(now 15-169)addressing"civic <br /> sponsored special events." The list of designated civic sponsored special events has been deleted in favor of a general <br /> definition of what constitutes a civic sponsored special event along with an opportunity for certain qualified third <br /> party sponsored events to become civic sponsored special events with the City covering some or all the costs.
