Ordinance Addressing Alternative Fuels <br />Page 2 <br />(b) Semi - Annual Reporting: In addition to the reporting requirements codified in Section 2- <br />123 of the South Bend Municipal Code, the Central Services Director and other <br />individual(s) designated by the Director of Public Works in conjunction with the City <br />Energy Director shall file reports on or before July 1St and January 15th of each year <br />addressing the following: <br />(1) Summary of all alternative fuel vehicle grants pursued, including but not limited to <br />such funding sources as the Alternative Fuel Vehicle (AFV) grant and other grants <br />administered by the Indiana Office of Energy Development.) <br />(2) Summary of work with the U.S. Department of Energy's Clean Cities organizations <br />such as the Greater Indiana Clean Cities Coalition and the South Shore Clean Cities, <br />Inc. <br />(3) Summary of vehicles that have been retrofitted to use compressed natural gas <br />(CNG) and the savings in gallons of diesel fuel which has resulted. <br />(4) Summary of any outreach programs and/or partnering with other entities including <br />but not limited to the South Bend Community School Corporation, St. Joseph <br />County, City of Mishawaka, TRANSPO, and other entities have vehicle fleets <br />aimed at reducing energy demand, summary of measureable improvements in fuel <br />efficiency, reduction of fuel costs and related data; bulk purchasing agreements; as <br />well as developing plans for enhanced facility management and increased <br />efficiency. <br />(5) Updates on increasing the number public fueling stations in the city. <br />(6) Summary of all grants pursued from the Energy Efficiency & Conservation Block <br />Grant (EECBG) program of the U.S. Department of Energy administered from the <br />Indiana Office of Energy Development. <br />(7) Summary of any other actions /programs aimed at increasing energy efficiency and <br />establishing energy policies. <br />(c) Upon receipt of such required filing, the Common Council shall determine whether an in- <br />person report on such information should be scheduled at a Council meeting under <br />"Reports of City Offices" by the individual(s) filing such report. <br />Section II. Severability: If any part, subsection, sentence, clause or phrase of this ordinance is for any <br />reason declared to be unconstitutional or otherwise invalid by a Court of competent jurisdiction, such <br />decision shall not affect the validity of the remaining portions of this ordinance. <br />1 Indiana Code § 4 -4- 32.2 -1 through Indiana Code § 4 -4- 32.2 -16 sets forth the regulations addressing the "Alternative Fuel <br />Fueling Station Grant Program "; and Indiana Code § 4 -4- 32.3 -1 through Indiana Code § 4 -4- 32.3 -10 sets forth the <br />regulations addressing "Alternative Fuel Vehicle Grant Program for Local Units ". <br />
