SPECIAL MEETING APRIL 25, 2012 29 <br />the FOP and they stated they couldn't do anything, the Chief refused to meet with them. Ms. <br />Beachkofsky stated she appreciates Patrolman Hanley's candor and passion for her job, but that is. <br />not the issue today. Police Chief Hurley stated he has had a conversation with Patrolman Hanley, but <br />he has not had a conversation with former Chief Darryl Boykins, adding he did not feel it was <br />appropriate for him to step into decisions that the former Chief had made. Chief Hurley stated his <br />policy is if you have an issue and you want to talk, you come to my office and close the door. He <br />stated he will talk to former Chief Boykins and his secretary about this issue and the policies of the <br />' department. Ms. Beachkofsky stated she needed a motion from the Board on whether to approve or <br />deny Patrolman Hanley's request for a hearing. Mr. Miller stated the Board is not here for violation <br />of Duty Manual, and he would deny the request for a hearing. Mr. Collins asked what has been the <br />previous practice; has there ever been a request for a hearing for a (5) day discipline prior to this. Mr. <br />Cottrell noted there was one prior to his being on the Board. Mr. Collins stated the Board needs to <br />consider if they will be setting precedent and if this is going to be standard practice for everyone <br />given five (5) days off by the Chief. Ms. Vasquez made a motion that the Board accept the Chief s <br />recommendation and deny a Hearing request by Patrolman Hanley. Mr. Miller seconded the motion <br />which carried. Mr. Collins stated he opposed the motion and believes there needs to be an <br />investigation on whether proper procedures are in place within the Police Department. Mr. Cottrell <br />stated the Chief of Police should do that investigation into his department. Therefore, Mr. Cottrell <br />stated the request for a hearing is denied and the Board is asking the Chief to investigate and put in <br />place policies to make sure procedures are being followed properly. <br />ADJOURNMENT <br />There being no further business to come before the Board, Mr. Cottrell declared the meeting <br />adjourned at 8:45 a.m. <br />BOARD OF PUBLIC SAFETY <br />' Patrick P.
