H U 11. <br />May 4, 2012 <br />Ms. Ann Kolata <br />Senior Redevelopment Specialist <br />City of South Bend Department of Community and Economic Development <br />227 West Jefferson Blvd., 12th Floor <br />South Bend, Indiana 46601 <br />RE: Proposal to Conduct Monitoring Well Installation, Soil Gas Sampling, and Groundwater <br />Sampling; and to Prepare a Remediation Work Plan at Ignition Park (the Former <br />Studebaker Complex), South Bend, Indiana (the Site); SB1068.400.0001. <br />Dear Ms. Kolata: <br />Hull & Associates, Inca (Hull) is pleased to present the City of South Bend Redevelopment <br />Commission (Client) the following proposal to provide professional engineering services for the <br />above referenced project. The purpose of this document is to establish the Scope of Work as <br />we understand it and to provide a fee schedule for the project. <br />The Site, known as Ignition Park, and formerly known as the Studebaker Complex, is enrolled in <br />the Indiana Department of Environmental Management (IDEM) Voluntary Remediation Program <br />(VRP). As impacts to groundwater were previously identified, but since no previously - installed <br />monitoring wells remain following demolition activities, installation of a permanent monitoring <br />well network to evaluate groundwater is necessary prior to completion of a Remediation Work <br />Plan, which is a necessary milestone of the VRP toward closure of the Site. <br />Task 1 Monitoring Well Installation <br />Hull will install monitoring wells at up to ten (10) nested well locations at or in the vicinity of the <br />previous temporary sampling locations (installed in April 2012) shown on Figure 1, as discussed <br />below. <br />In general, our proposed approach entails installing permanent monitoring wells to evaluate the <br />vertical and horizontal extent of chlorinated volatile organic compounds (VOCs) across the Site. <br />The nested wells will be installed at a deep interval (roughly 40 to 50 feet below ground surface <br />(bgs)); an intermediate interval (roughly 30 to 40 feet bgs); and a shallow interval (roughly 20 to <br />30 feet bgs) at each location. Certain locations may only require the installation of wells to the <br />shallow and intermediate intervals, and other locations may require that the deeper interval be <br />installed to depths roughly ranging between 50 and 60 feet bgs (especially in the south - <br />southwest portion of the site to evaluate a potential off -site source).
