EXHIBIT A to <br />Resolution No. 817 <br />Rum Village Industrial Park <br />Findings of Fact <br />October 23, 1987 <br />In 1981, the South Bend Redevelopment Commission declared the <br />Rum Village Industrial Park :to be blighted and on February 19, <br />1982, conducted a public hearing,.and adopted its Findings of Fact <br />based on evidence of blight present -at that time. <br />In 1986 the boundaries of the Rum Village Industrial Park were <br />expanded and on October 10, 1986, the South Bend Redevelopment <br />Commission conducted a public hearing and adopted its Findings of <br />Fact based on evidence of blight present at that time. <br />The South Bend Redevelopment Commission has today reviewed that <br />evidence of blight and finds that the Area continues to be <br />blighted. Blight is found in the Area based on the following <br />facts: <br />1. The Commission finds that the Area designated as the Rum <br />Village Industrial Park continues to be blighted due to <br />the continued existence of the unstable soil conditions <br />which was the original blighting condition. The high cost <br />of removing and replacing the unstable soil has been a <br />deterrent to private business operations that cannot be <br />overcome by the normal development process. <br />ATTEST: <br />Roman Piasecki, Secretary <br />[A <br />F.
