lip <br />v <br />EXHIBIT "A" TO <br />RESOLUTION NO. 824 <br />WEST WASHINGTON - CHAPIN DEVELOPMENT AREA <br />FINDING OF FACTS <br />DECEMBER 11, 1987 <br />The South Bend Redevelopment Commission has conducted a study <br />of the West Washington- Chapin Development Area ( "Area "). Based <br />upon that study and following the other procedures required by I.C. <br />36 -7 -14 (the "Act ") including public hearing conducted this day, <br />pursuant to I.C. 36- 7 -14 -17 and after notice published as requested <br />thereby, the Redevelopment Commission hereby finds that the Area <br />has become blighted to such an extent that such conditions cannot <br />be corrected by the regulatory process or by ordinary operations of <br />private enterprise without resort to the provisions of the Act and <br />that the public health and welfare will be benefitted by the <br />acquisition and redevelopment of the Area under the provision of <br />the Act. This finding is based on the following facts found by the <br />Redevelopment Commission in its study and hearing: <br />1. Of the 900 structures in the Area, 167 (19 %) of them are <br />vacant. <br />2. Thirty -seven percent (37 %) of the properties within the <br />Area are vacant lots. <br />3. Twenty -two of the thirty -two structures (69 %) identified <br />in a 1987 survey of structures within the current "C" <br />Commercial zoning along West Washington Street in the Area <br />are vacant. Over 50% of these are substandard structures. <br />4. Six of the fifteen structures (40 %) identified in a 1987 <br />survey of structures within the current "C" Commercial <br />zoning along South Chapin Street in the Area are vacant. <br />Over 50% of these are substandard structures. <br />5. Betweem 1970 and 1980 the population of the Area has <br />declined 39% from approximately 4,155 to 2,537 residents. <br />6. The vacancy rate for dwelling units in the Area has <br />increased from 13% in 1970 to 15% in 1980. As of 1987, <br />the vacancy rate for dwelling units in the Area is <br />estimated to be over 16 %. <br />7. Over 50% of the dwelling units in the area are <br />substandard. <br />
