lip v EXHIBIT "A" TO RESOLUTION NO. 824 WEST WASHINGTON - CHAPIN DEVELOPMENT AREA FINDING OF FACTS DECEMBER 11, 1987 The South Bend Redevelopment Commission has conducted a study of the West Washington- Chapin Development Area ( "Area "). Based upon that study and following the other procedures required by I.C. 36 -7 -14 (the "Act ") including public hearing conducted this day, pursuant to I.C. 36- 7 -14 -17 and after notice published as requested thereby, the Redevelopment Commission hereby finds that the Area has become blighted to such an extent that such conditions cannot be corrected by the regulatory process or by ordinary operations of private enterprise without resort to the provisions of the Act and that the public health and welfare will be benefitted by the acquisition and redevelopment of the Area under the provision of the Act. This finding is based on the following facts found by the Redevelopment Commission in its study and hearing: 1. Of the 900 structures in the Area, 167 (19 %) of them are vacant. 2. Thirty -seven percent (37 %) of the properties within the Area are vacant lots. 3. Twenty -two of the thirty -two structures (69 %) identified in a 1987 survey of structures within the current "C" Commercial zoning along West Washington Street in the Area are vacant. Over 50% of these are substandard structures. 4. Six of the fifteen structures (40 %) identified in a 1987 survey of structures within the current "C" Commercial zoning along South Chapin Street in the Area are vacant. Over 50% of these are substandard structures. 5. Betweem 1970 and 1980 the population of the Area has declined 39% from approximately 4,155 to 2,537 residents. 6. The vacancy rate for dwelling units in the Area has increased from 13% in 1970 to 15% in 1980. As of 1987, the vacancy rate for dwelling units in the Area is estimated to be over 16 %. 7. Over 50% of the dwelling units in the area are substandard.
