<R <br /> CITY OF SOUTH BEND <br /> VENUES PARKS 8 ARTS PETEBUTTIGIEG <br /> AARON PERRI <br /> November 19, 2018 Filed in Clerk's Office <br /> Mr.Tim Scott, President <br /> South Bend Common Council NOV 19 2018 J <br /> 4th Floor County-City Building KAREEMAH FOWLER <br /> South Bend IN 46601 <br /> CITY CLERK,SOUTH BEND,IN <br /> RE: VPA Non-Reverting Funds Clean-up Ordinance <br /> Dear President Scott, <br /> Attached is AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br /> AMENDING CHAPTER 2,ARTICLE 14 OF THE SOUTH BEND MUNICIPAL CODE BY DELETING SECTIONS 2- <br /> 169, 2-170.2,2-170.3, 2-170.4,2-170.5, AND 2-170.6, WHICH ESTABLISHED VARIOUS SPECIAL FUNDS <br /> ASSOCIATED WITH THE VENUES, PARKS,AND ARTS DEPARTMENT. <br /> As discussed during this past budget season,the Venues Parks &Arts Department has undertaken <br /> efforts to merge several funds into one. Operationally, this effort better aligns with the way the <br /> department has functioned over the past decade. It also allows for a more simplified budgeting and <br /> accounting process while presenting a more transparent and comprehensive look at the department's <br /> finances. All fund balances will be transferred to Fund 201 and will remain available for capital <br /> improvements as intended. Newly generated capital reserves will continue to accumulate as normal, <br /> however,they will remain as a non-reverting cash balance within Fund 201. <br /> This consolidation was already unanimously approved by Council as part of the October 8, 2018 budget <br /> approval. The ordinance before you is necessary to clean up the previously established Non-Reverting <br /> Funds. <br /> Thank you for your consideration.
