Special Event and Parade Regulations Ordinance <br /> Page 123 <br /> Department and the anticipated costs for such deployment needed to protect public health <br /> and safety,persons and property; <br /> (6) Whether a permit has been granted for the same time and approximate location, or would <br /> unreasonably interfere with another parade or special event for which a permit has been <br /> issued; <br /> (7) Whether the proposed parade would substantially interfere with any construction or <br /> maintenance work schedule(s)along the proposed parade route; <br /> (8) Whether there is a need to address adequate health and/or medical services proposed to be <br /> provided to address hydration and sanitation needs of those participating in the parade; <br /> (9) Whether there is adequate recycling and waste collection services proposed to be provided; <br /> and <br /> (10) Whether the applicant has previously violated the provisions of a similar permit or has <br /> violated City ordinances, or any other regulations in connection with a previous parade in <br /> the City; and <br /> (11) Acknowledgement of any additional requirements addressing temporary signs and/or <br /> zoning requirements; <br /> (12) Whether the proposed parade will have a substantial impact and/or be required to use <br /> substantial public services, which in such case, a cost sharing fee calculated pursuant to <br /> Division II of this Article shall be made a condition of the issuance of the Parade Permit; <br /> and <br /> (13) Any other conditions the Special Event Committee believes are necessary to protect the <br /> public health, safety and welfare of the City, such as a proposed sanitation plan including <br /> but not limited to the provision of toilets and wash stations,an appropriate number of which <br /> are compliant with the Americans with Disabilities Act(ADA). <br /> (b) From a consideration of the completed application and from such other information as may <br /> otherwise be obtained,if the applicant has satisfactorily addressed all of the applicable requirements in this <br /> Article, the Special Event Committee may authorize the issuance of a special event permit for a parade to <br /> the applicant. <br /> Sec. 14-166 Designated parade route. <br /> (a) Except where the applicant for a special event permit for a parade demonstrates to the satisfaction <br /> of the Special Event Committee, upon consultation with the Police Department, the Fire Department, and <br /> the Department of Public Works, that there are factors requiring an exception, all parades shall confine <br /> themselves to and follow one(1) of the following designated street route(s): <br /> (1) Riverside Drive Route <br /> (2) Northside Boulevard Route <br /> (3) Rum Village Route <br /> (4) Rum Village Oval Route <br /> (5) Boehm/Tarkington Route <br />
