White 4'h Floor County-City Building <br /> Chairperson, Committee South Bend, Indiana 46601 <br /> of the Whole <br /> Tim Scott Re: Bicycle Safety Ordinance <br /> First District Dear Council Members: <br /> Henry Davis, Jr. <br /> Second District We are introducing the attached ordinance in the hope of making the City of South <br /> Bend a safer"bicycle friendly community". The proposed ordinance: <br /> Valerie Schey <br /> Third District . Would utilize terms currently defined in the South Bend Municipal Code <br /> Fred Ferlic . Would require the driver or operator of any motor vehicle driving on the <br /> Fourth District roadways of South Bend to overtake or pass a bicyclist when there is a safe <br /> David Varner distance of not less than three feet (3') between the motor vehicle and the bicycle <br /> Fifth District <br /> • Would require all operators & drivers of motor vehicles and bicyclists to abide <br /> Oliver J. Davis by the applicable regulations set forth in Chapter 20 of the South Bend Municipal <br /> Sixth District Code addressing "Vehicles and Traffic" <br /> Derek D. Dieter o Would establish a fine of$15.00 for an operator or driver of a motor vehicle who <br /> At Large fails to overtake or pass a bicyclist with less than the 3' distance, with such fine <br /> Gavin Ferlic being payable through the Ordinance Violations Bureau (OVB). <br /> At Large <br /> The Bicycle Friendly Community Program (BFC) provides incentives, hands-on <br /> Karen L. Wbite assistance, and award recognition for cities and towns which actively support <br /> At Large bicycling. BFC states that "A Bicycle Friendly Community welcomes cyclists by <br /> providing safe accommodation for cycling and encouraging people to bike for <br /> transportation and recreation". I am attaching a brochure which provides further <br /> information. <br /> The City of South Bend was named as a `Bicycle Friendly Community" in <br /> September of 2010 by the League of American Bicyclists. South Bend has <br /> developed a long-term plan for a 93-mile South Bend Network. As of this year, <br /> approximately 59.9 miles of bicycle routes have been established in South Bend <br />
