By retrofitting the Parks <br /> Maintenance building, the King Center, the Charles Black gymnasium, <br /> and Fire Station 6, this office is already saving taxpayers tens of <br /> thousands of dollars in lighting bills, and they're just getting warmed <br /> up. <br /> • Just before I took office, South Bend signed a consent decree with the <br /> Federal Government ordering the largest public works project in the <br /> history of our city. <br /> • We are one of many Midwestern communities required to change our <br /> sewer system to prevent untreated sewage from backing up into our <br /> waterways during heavy rainfalls. It is important for citizens to <br /> understand that this change to our Combined Sewer Overflow <br /> system the CSO for short will be expensive. <br /> • Over twenty years, we are required to make an estimated$500 million <br /> in improvements so we can cut our discharges by 95 percent and <br /> comply with the Clean Water Act. We will need to use excellent <br /> engineering and financing methods to try to cushion the impact this <br /> will have on taxes, bonds, and, and water bills. <br /> 7.
