Jefferson Blvd., Suite 1200 <br />South Bend, Indiana 46601 <br />RE: PROPOSAL FOR PHASE I UPDATES AND PHASE II ENVIRONMENTAL SITE <br />ASSESSMENTS, HAMILTON BODY SHOP /HAMILTON TOWING FACILITIES, SOUTH <br />LAFAYETTE BLVD., SOUTH BEND, INDIANA, PROPOSAL # WP12 -020 <br />Wightman Petrie is pleased to submit this proposal for performing Phase I Environmental Site <br />Assessment Updates for the two (2) properties (802 -812 S. Lafayette Blvd., 910 -912 S. Lafayette Blvd.) <br />identified as being occupied by Hamilton Towing operations, as well as Phase II Environmental Site <br />Assessment (soil and groundwater sampling) for the aforementioned Hamilton Towing properties, and the <br />Hamilton Body Shop, located at 901 -917 S. Lafayette Blvd., in South Bend, Indiana. All three (3) of the <br />properties were the subject of Phase I Environmental Site Assessments performed by Wightman <br />Environmental, Inc. (WEI) dated November 10 and November 14, 2008, for which recommendations for <br />Phase II Environmental Site Assessments were made. We understand that the City of South Bend is <br />currently negotiating the purchase of the three (3) properties, with the idea of taking immediate <br />possession of the 802 -812 S. Lafayette Blvd. and 910 -912 S. Lafayette Blvd. tracts, and allowing for <br />continued occupation, through some pre- determined date, for the 901 -917 S. Lafayette property. As <br />such, the Phase I Environmental Site Assessment Update for the 901 -917 S. Lafayette Blvd. property, <br />which has a time limitation of 6 months from the date of issuance, will be scheduled for a later date, which <br />coincides with possession of the 901 -917 S. Lafayette Blvd. property by the City of South Bend. <br />The City of South Bend is interested in performing environmental due diligence for each of the properties <br />prior to taking possession as part of the proposed real estate transaction. Historical Phase I <br />Environmental Site Assessments, the latest being completed in November 2008, have been performed <br />for each of the three (3) properties, and are summarized, as follows: <br />W.
