April 4, 2012 <br />Ms. Ann Kolata <br />Senior Redevelopment Specialist <br />City of South Bend Department of Community and Economic Development <br />227 West Jefferson Blvd., 12`h Floor <br />South Bend, Indiana 46601 <br />RE: Proposal to Conduct On -Site Temporary Groundwater at Ignition Park (the Former <br />Studebaker Manufacturing Complex), South Bend, Indiana (the Site); SB1067.400.0001. <br />Dear Ms. Kolata: <br />Hull & Associates, Inc. (Hull) is pleased to present the City of South Bend (Client) the following <br />proposal to provide professional engineering services for the above referenced project. The <br />purpose of this document is to establish the Scope of Work as we understand it and to provide a <br />fee schedule for the project. <br />The Site, known as Ignition Park, and formerly known as the Studebaker manufacturing <br />complex, is enrolled in the Indiana Department of Environmental Management (IDEM) Voluntary <br />Remediation Program (VRP) as VRP Site #6020803. As groundwater has not been sampled <br />from portions of the Site since 2006 (and from the majority of the Site since 2003, updated on- <br />Site delineation of chemicals of concern (COCs) in groundwater is necessary prior to installation <br />of a permanent monitoring well network, and prior to preparation of a Remediation Work Plan <br />(RWP), which is a necessary milestone of the VRP toward closure of the Site. Hull understands <br />that a comprehensive RWP addressing impacts to soil and groundwater beneath, and <br />downgradient of, the Site is due June 30, 2012. The Scope of Work as proposed herein will be <br />implemented quickly to allow for subsequent tasks to be completed timely towards completion of <br />the RWP by June 30, 2012. <br />Task 1 Groundwater Sampling Event <br />Hull will install temporary groundwater sampling points at or in the vicinity of the sampling <br />locations shown on Figure 1, as discussed below. The proposed sampling points correspond to <br />areas where prior or known existing impacts to soil and /or groundwater have been identified <br />during the various stages of assessment, remediation, and demolition activities that have been <br />completed at the Site.
