5. Upon completion of project, the Contractor will supply one (1) conformed set of all <br />submittals to the City of South Bend. <br />XIII. PROSECUTION AND PROGRESS <br />A. Prevailing Specifications: 2018, INDOT Standard Specifications Sec. 108 <br />B. Additions: <br />1, Contractor must submit Performance Bond, Payment Bond, and insurance submittals to <br />the City within seven (7) working days after notification of award and shall begin work in <br />conformity with these specifications. <br />2. The Effective Date of this contract shall be the date that the Bidder's proposal is accepted <br />and signed by the City's Board of Public Works. Time for performance shall commence <br />upon the issue of the Notice to Proceed which will be issued after the City's acceptance <br />of the Contractor's Performance Bond, Payment Bond, and insurance submittals. The <br />contract shall remain in effect until all Work has been completed to the satisfaction of the <br />Owner, unless earlier terminated as provided herein. <br />3. The Contractor will send the "Notification of Demolition and Renovations Operations" to <br />IDEM upon the Owner's notice of contract award. Notice to Proceed will be effective upon <br />the end of the ten (10) working day notification period for the notice of demolition. The <br />Indiana Department of Environmental Management (IDEM) "Notification of Demolition" <br />form and instructions shall be provided as included in these specifications. <br />4. The Contractor shall submit a proposed detailed Project Schedule for the Work including <br />a utility schedule, permitting, traffic control plan and erosion control plan if necessary. <br />The Project Schedule is subject to the approval of the Owner, and may be modified only <br />by written Change Order after Work commences. If Contractor's progress in performing <br />the Work is less than the agreed upon Project Schedule, the Owner may declare <br />Contractor in default. <br />5. Within two (2) business days of the City's issuance -of the Notice to Proceed, the <br />Contractor shall secure at least three (3) demolition permits for each Division awarded <br />from the Building Department. Thereafter the Contractor shall secure the remainder of <br />the permits for each Division within two (2) additional business days. The Contractor shall <br />provide the Department of Public Works copies of all permits prior to commencing any <br />demolition activity on each property. <br />6. The Contractor may commence demolition work at more than one demolition site, <br />provided that the Contractor completes in its entirety Work on not less than four (4) <br />properties within two (2) calendar weeks per each Division awarded including backfill and <br />mulched white dutch seeding. For each additional division awarded to the contractor, a <br />factor of four (4) properties shall be added to the total summation of properties that are to <br />be completed in its entirety of Work within two (2) calendar weeks among the Divisions. <br />For example if the Contractor is awarded two (2) Divisions, an additional four (4) <br />properties shall be added so that eight (8) properties within two (2) calendar weeks are to <br />be completed in its entirety of Work between the two Divisions. Clearing and grubbing of <br />sites may begin in advance of demolition, if desired, provided organic and inorganic <br />debris is promptly removed from the site or fenced as a hazard. Once demolition of a <br />structure commences on a site, progress shall be continuous through removal of all <br />debris. Inspections of the completed demolition sites and Department of Public Works <br />approval is required before Contractor proceeds to the next property or properties to be <br />demolished. There will be no relief of this schedule if the same Contractor is awarded <br />contracts for more than one Division of this project, or other separate contracts for work <br />Version 8/16/2018 Special Provisions - 6 <br />
