PERSONNEL AND FINANCE COMMITTEE <br />MARCH 14, 2012 <br />Committee Members Present: <br />Karen White, Gavin Ferlic, Dr. Varner, Henry Davis <br />Other Council: <br />Tim Scott, Valerie Schey, Dr. Fred Ferlic, Oliver Davis (arrived at 4:52 p.m.), <br />Derek Dieter <br />Citizen Member: <br />Tammy McNally <br />Others Present: <br />Mayor Pete Buttigieg, Mike Schmuhl, Kathy Cekanski- Farrand, John Murphy, Gary <br />Gilot, Kevin Allen, Mary Beth Wisniewski, Rahman Johnson, Angel Hoeffner, Todd <br />Samuelson, Mark Neal <br />Agenda: Financial and Budget Workshop <br />Councilmember Karen White, Chairperson of the Personnel and Finance Committee, <br />opened the meeting at 4:00 p.m. and stated that this is the first of a series of meetings to <br />educate the Council and the public as to the budget process. An extensive three -ring <br />binder provided and presented by the administration is part of these minutes and shall <br />serve as a guide to its proceedings. As stated in the detailed agenda the purpose of this <br />first meeting was to give the Mayor an opportunity to outline his budget philosophy as <br />well as state some goals and objectives: To review the Indiana State budget calendar: To <br />identify and explain city revenue sources and to look ahead at the 2013 budget process. <br />After introductory remarks from City Controller Mark Neal, the Mayor spoke of his <br />budget philosophy as well as an overview of today's financial picture vis -a -vis where the <br />City stands today, how it got there, and where he wants to take it in the future. <br />Mark Neal followed with a State dictated calendar and how it applies to our own self - <br />imposed deadlines. <br />The next presenter was Todd Samuelson, partner with H J Umbaugh & Associates, a <br />CPA firm working with the City. <br />John Murphy introduced as Asst. Cit Controller added some real numbers to the funds <br />described by Samuelson. <br />
