PERSONNEL AND FINANCE COMMITTEE MARCH 14, 2012 Committee Members Present: Karen White, Gavin Ferlic, Dr. Varner, Henry Davis Other Council: Tim Scott, Valerie Schey, Dr. Fred Ferlic, Oliver Davis (arrived at 4:52 p.m.), Derek Dieter Citizen Member: Tammy McNally Others Present: Mayor Pete Buttigieg, Mike Schmuhl, Kathy Cekanski- Farrand, John Murphy, Gary Gilot, Kevin Allen, Mary Beth Wisniewski, Rahman Johnson, Angel Hoeffner, Todd Samuelson, Mark Neal Agenda: Financial and Budget Workshop Councilmember Karen White, Chairperson of the Personnel and Finance Committee, opened the meeting at 4:00 p.m. and stated that this is the first of a series of meetings to educate the Council and the public as to the budget process. An extensive three -ring binder provided and presented by the administration is part of these minutes and shall serve as a guide to its proceedings. As stated in the detailed agenda the purpose of this first meeting was to give the Mayor an opportunity to outline his budget philosophy as well as state some goals and objectives: To review the Indiana State budget calendar: To identify and explain city revenue sources and to look ahead at the 2013 budget process. After introductory remarks from City Controller Mark Neal, the Mayor spoke of his budget philosophy as well as an overview of today's financial picture vis -a -vis where the City stands today, how it got there, and where he wants to take it in the future. Mark Neal followed with a State dictated calendar and how it applies to our own self - imposed deadlines. The next presenter was Todd Samuelson, partner with H J Umbaugh & Associates, a CPA firm working with the City. John Murphy introduced as Asst. Cit Controller added some real numbers to the funds described by Samuelson.
