All subrecipients receive feedback and/or guidance via email and phone <br /> ' communication, and in-person meetings with DCI staff. In 2017 regular informal monthly and quarterly <br /> began with CDCs. Additionally, DCI staff conduct no less than eight (8) on-site monitoring visits of sub- <br /> grantees every year to review their internal systems.As part of the monitoring visit, DCI staff meets with <br /> appropriate members of the sub-grantee staff to review procedures, client files, financial records and <br /> other pertinent data. Any new sub-recipient is monitored in its first year of funding. <br /> ' Promoting Quality Rental Property is realized with the PHA's Section 8 vouchers, CDBG funds for <br /> construction of new rental units and rehab of existing rental units, as well as HOME funds for Tenant <br /> ' Based Rental Assistance. <br /> Efforts to prevent homelessness and assist the homeless are supported with Emergency Solutions Grant <br /> (ESG) funds, as well as HEARTH McKinney-Vento Homeless funds. The City of Mishawaka public meeting addressed Mishawaka CDBG application <br /> procedures, as well as City of South Bend CDBG and ESG proposal processes. St.Joseph County Housing <br /> Consortium procedures for applying for HOME funding were also discussed.The City of South Bend <br /> meeting addressed South Bend CDBG and ESG proposal processes and St.Joseph Housing Consortium <br /> HOME application procedures.There was discussion at both meetings regarding the 2019 Action <br /> Plan schedules and processes. <br /> The proposed 2019 Housing and Community Development Plan will be made available for review <br /> 1 November 3, 2018, for a thirty (30) day period, ending December 3, 2018.Two public hearings (one in <br /> Mishawaka and one in South Bend) will be held November 14, 2018, during the public comment period. <br /> Notice of the public hearings was published in the South Bend Tribune and El Puente. <br /> 5.
