Summary of citizen participation process/Efforts made to broaden citizen participation <br /> Summarize citizen participation process and how it impacted goal-setting <br /> On May 15, 2018 the notice of the public hearings to start the 2019 Action Plan process was published in <br /> the South Bend Tribune and El Puente, and was available on the City of South Bend website.The notice <br /> of the public hearings was also sent to all organizations on the HCD mailing list.Two public meetings ' <br /> were held on May 29, 2018 at different locations and at different times to accommodate a variety of <br /> schedules. The City of Mishawaka public meeting addressed Mishawaka CDBG application procedures, <br /> as well as City of South Bend CDBG and ESG proposal processes. St.Joseph County Housing Consortium <br /> procedures for applying for HOME funding were also discussed.The City of South Bend meeting <br /> addressed South Bend CDBG and ESG proposal processes and St.Joseph Housing Consortium HOME <br /> application procedures.There was discussion at both meetings regarding the 2019 Action Plan schedules <br /> and processes. , <br /> The proposed 2019 Housing and Community Development Plan is available for review November 3, <br /> 2018,for a thirty (30) day period, ending December 3, 2018.Two public hearings (one in Mishawaka and <br /> one in South Bend) will be held November 14, 2018, during the public comment period. Notice of the <br /> public hearings was published in the South Bend Tribune and El Puente.All comments received during <br /> the public comment period will be considered for the final 2019 Action Plan. I <br /> Should the City of South Bend and St.Joseph County Housing Consortium's 2019 allocations for CDBG, <br /> ESG, and/or HOME be greater than anticipated, one or more of the following adjustments to activities <br /> may be made: <br /> • Single-family acquisition-rehab-resale projects (CDBG) will be added @ $130,000 per house <br /> • Funding to the Pilot Home Repair Program (CDBG) will be increased by remaining additional <br /> CDBG funds ' <br /> • Funding for emergency shelter and rapid rehousing activities (ESG) will be increased <br /> proportionately so that the allocation maintains a 60%to 40% ratio, respectively <br /> • Single-family new construction projects (HOME) will be added @ $110,000 per house <br /> • Funding to Habitat for Humanity's new construction activity (HOME) will increase to$300,000 <br /> Should the City of South Bend and St.Joseph County Housing Consortium's 2019 allocations for CDBG, <br /> ESG, and/or HOME be less than anticipated, one or more of the following adjustments to activities may <br /> be made: I <br /> • Historic Preservation Commission funding (CDBG) at$5,000 will be eliminated <br /> • Funding to the Pilot Home Repair Program (CDBG) will be reduced to eliminate remaining CDBG <br /> funding gap <br /> Annual Action Plan 14 <br /> 2019 <br /> OMB Control No:2506-0117(exp.06/30/2018) <br />
