Summary of citizen participation process/Efforts made to broaden citizen participation Summarize citizen participation process and how it impacted goal-setting On May 15, 2018 the notice of the public hearings to start the 2019 Action Plan process was published in the South Bend Tribune and El Puente, and was available on the City of South Bend website.The notice of the public hearings was also sent to all organizations on the HCD mailing list.Two public meetings ' were held on May 29, 2018 at different locations and at different times to accommodate a variety of schedules. The City of Mishawaka public meeting addressed Mishawaka CDBG application procedures, as well as City of South Bend CDBG and ESG proposal processes. St.Joseph County Housing Consortium procedures for applying for HOME funding were also discussed.The City of South Bend meeting addressed South Bend CDBG and ESG proposal processes and St.Joseph Housing Consortium HOME application procedures.There was discussion at both meetings regarding the 2019 Action Plan schedules and processes. , The proposed 2019 Housing and Community Development Plan is available for review November 3, 2018,for a thirty (30) day period, ending December 3, 2018.Two public hearings (one in Mishawaka and one in South Bend) will be held November 14, 2018, during the public comment period. Notice of the public hearings was published in the South Bend Tribune and El Puente.All comments received during the public comment period will be considered for the final 2019 Action Plan. I Should the City of South Bend and St.Joseph County Housing Consortium's 2019 allocations for CDBG, ESG, and/or HOME be greater than anticipated, one or more of the following adjustments to activities may be made: • Single-family acquisition-rehab-resale projects (CDBG) will be added @ $130,000 per house • Funding to the Pilot Home Repair Program (CDBG) will be increased by remaining additional CDBG funds ' • Funding for emergency shelter and rapid rehousing activities (ESG) will be increased proportionately so that the allocation maintains a 60%to 40% ratio, respectively • Single-family new construction projects (HOME) will be added @ $110,000 per house • Funding to Habitat for Humanity's new construction activity (HOME) will increase to$300,000 Should the City of South Bend and St.Joseph County Housing Consortium's 2019 allocations for CDBG, ESG, and/or HOME be less than anticipated, one or more of the following adjustments to activities may be made: I • Historic Preservation Commission funding (CDBG) at$5,000 will be eliminated • Funding to the Pilot Home Repair Program (CDBG) will be reduced to eliminate remaining CDBG funding gap Annual Action Plan 14 2019 OMB Control No:2506-0117(exp.06/30/2018)
