His supervisor, Captain David Hecklinski, made an evaluation of the progress of <br />PFC Stuart, and recommended permanent promotion based on his progress. Upon a motion made by <br />Ms. Vasquez, seconded by Mr. Collins and carried, the recommended permanent promotion was <br />approved. <br />ACCEPT AND APPROVE REQUEST FOR DEMOTION — JAMES ANDREWS <br />In a letter to the Board, Chief Darryl Boykins requested the Board accept Lieutenant James Andrews <br />request that he be demoted to Sergeant effective February 15, 2012. In his letter, Lieutenant Andrews <br />stated he has requested this demotion in the hopes of being transferred to the St. Joseph County <br />Metro Homicide Unit. Upon a motion made by Ms. Vasquez, seconded by Mr. Collins and carried, <br />the request for a demotion was accepted and approved. <br />APPROVE REQUEST FOR EXTENDED PAID MEDICAL LEAVE — RONALD MARCINIAK <br />In a letter to the Board, Chief Boykins stated that Captain Ronald Marciniak requests the Board of <br />Public Safety grant him a paid, extended medical leave of approximately thirty -nine (39) calendar <br />days effective February 22, 2012. Chief Boykins noted Captain Marciniak is not eligible for sick buy <br />back in 2012. Upon a motion made by Ms. Vasquez, seconded by Mr. Collins and carried, the paid, <br />extended medical leave was approved effective February 22, 2012. <br />ACCEPT RECOMMENDATION FOR EMPLOYEE OF THE MONTH — DECEMBER 2011 — <br />JOHN RYANS <br />In a letter to the Board, Chief Boykins stated that Patrolman First Class John Ryans was selected as <br />Employee of the Month for December, 2011. The award is to recognize officers, civilian employees, <br />on the South Bend Police Department who have demonstrated actions noted by supervisors or <br />citizens from both a professional law enforcement position and in support of the community policing <br />efforts with citizens of South Bend. There being no further discussion, President Cottrell stated the <br />Board would accept the recommendation of Chief Boykins for filing. <br />FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — JANUARY 2012 <br />President Cottrell indicated that unless there were questions or objections by members of the Board, <br />the statistical analysis report for the month of January 2012, as submitted by the Police Department, <br />would be accepted for filing. The report indicated the specialized training attended; the names of the officers who <br />attended; and the costs involved. There being no questions concerning this report, the Quarterly <br />Report for Specialized Training was accepted and filed as submitted. <br />PRIVILEGE OF THE FLOOR <br />Ms. Becky Badders, ASAP Towing, asked if the Board has any status update on the Towing <br />Statistics. President Cottrell stated the Board is looking at the numbers and will have a statement at <br />their next meeting of March 21, 2012. Ms. Badders asked what kind of statement, will they be <br />announcing a new resolution regulating the towing list? President Cottrell reiterated they will have a <br />statement, and what form it takes will be listed on the next agenda. Ms. Badders asked again if it <br />would be in the form of a new resolution.
