REGULAR MEETING FEBRUARY 15 2012 15 March 16, 2011. His supervisor, Captain David Hecklinski, made an evaluation of the progress of PFC Stuart, and recommended permanent promotion based on his progress. Upon a motion made by Ms. Vasquez, seconded by Mr. Collins and carried, the recommended permanent promotion was approved. ACCEPT AND APPROVE REQUEST FOR DEMOTION — JAMES ANDREWS In a letter to the Board, Chief Darryl Boykins requested the Board accept Lieutenant James Andrews request that he be demoted to Sergeant effective February 15, 2012. In his letter, Lieutenant Andrews stated he has requested this demotion in the hopes of being transferred to the St. Joseph County Metro Homicide Unit. Upon a motion made by Ms. Vasquez, seconded by Mr. Collins and carried, the request for a demotion was accepted and approved. APPROVE REQUEST FOR EXTENDED PAID MEDICAL LEAVE — RONALD MARCINIAK In a letter to the Board, Chief Boykins stated that Captain Ronald Marciniak requests the Board of Public Safety grant him a paid, extended medical leave of approximately thirty -nine (39) calendar days effective February 22, 2012. Chief Boykins noted Captain Marciniak is not eligible for sick buy back in 2012. Upon a motion made by Ms. Vasquez, seconded by Mr. Collins and carried, the paid, extended medical leave was approved effective February 22, 2012. ACCEPT RECOMMENDATION FOR EMPLOYEE OF THE MONTH — DECEMBER 2011 — JOHN RYANS In a letter to the Board, Chief Boykins stated that Patrolman First Class John Ryans was selected as Employee of the Month for December, 2011. The award is to recognize officers, civilian employees, on the South Bend Police Department who have demonstrated actions noted by supervisors or citizens from both a professional law enforcement position and in support of the community policing efforts with citizens of South Bend. There being no further discussion, President Cottrell stated the Board would accept the recommendation of Chief Boykins for filing. FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — JANUARY 2012 President Cottrell indicated that unless there were questions or objections by members of the Board, the statistical analysis report for the month of January 2012, as submitted by the Police Department, would be accepted for filing. The report indicated the specialized training attended; the names of the officers who attended; and the costs involved. There being no questions concerning this report, the Quarterly Report for Specialized Training was accepted and filed as submitted. PRIVILEGE OF THE FLOOR Ms. Becky Badders, ASAP Towing, asked if the Board has any status update on the Towing Statistics. President Cottrell stated the Board is looking at the numbers and will have a statement at their next meeting of March 21, 2012. Ms. Badders asked what kind of statement, will they be announcing a new resolution regulating the towing list? President Cottrell reiterated they will have a statement, and what form it takes will be listed on the next agenda. Ms. Badders asked again if it would be in the form of a new resolution.
