LUECKE, MAYOR <br />OFFICE OF THE MAYOR <br />December 5, 2007 <br />President Timothy Rouse <br />South Bend Common Council <br />400 County-City Building <br />South Bend, IN 46601 <br />RE: Ordinance to Increase Teamster Wages and Amend Ordinance No. 9791-07 <br />Dear President Rouse: <br />On September 24, 2007 the Council fixed 2008 wages for City employees in Ordinance <br />#9791-07. At that time negotiations with Teamsters Local No. 364 had not concluded. Since the <br />Union had not yet ratified a wage proposal, Ordinance #9791-07 provided Teamster employees with <br />the same 2% wage increase as other City employees for 2008. <br />On November 28, 2007, the Teamsters Union ratified the wage proposal made by the City <br />which provides a 3% wage increase for Teamsters in 2008, with subsequent 2% raises in 2009 and <br />2010. Though the process for reaching an agreement extended beyond the normal deadlines, the <br />positive result is athree-year agreement that is within the original parameters which had been <br />discussed by Mayor and Council. Under the authority of Indiana Code 36-4-7-3(c), I propose <br />increasing Teamsters' compensation for 2008 consistent with Article 22 of the Collective Bargaining <br />Agreement between the City and Teamster employees. This 1 % increase beyond the Teamster wages <br />approved in Ordinance #9791-07 can be accommodated within the City's 2008 budget which has <br />been passed by the Council. It is the intent of Teamsters Local No. 364 and the Administration that <br />this wage package be retroactive to the first of the year. I request that this ordinance be effective <br />January 1, 2008. <br />I will present this Ordinance to Council at its Committee meeting and at the Council's public <br />hearing. Mr. Jim Szucs will also be available on behalf of the Teamsters. We ask for your favorable <br />action on this ordinance. <br />Sincerely, <br />C~~' <br />Stephen J.
