Bill No. ~~ <br />ORDINANCE NO. ~ gZ~-"~ <br />AN ORDINANCE AMENDING ORDINANCE N0.9791-07 FIXING <br />AND INCREASING MAXIMUM WAGES OF TEAMSTER EMPLOYEES FOR <br />CALENDAR YEAR 2008 AND APPROVING TEAMSTER EMPLOYEE <br />WAGES FOR 2009-2010 <br />STATEMENT OF PURPOSE AND INTENT <br />Ordinance #9791-07 was passed by the South Bend Common Council on September 24, 2007 <br />during a time when labor wage negotiations were ongoing but not concluded between the City and its <br />Teamster hourly employees. These negotiations concerned the Wage provision (Article 22) of the Master <br />Collective Bargaining Agreement between the City of South Bend and Teamster Local No. 364 dated <br />December 11, 2006 which fixed wages solely for the year 2007. On or around November 28, 2007, the <br />Teamster's union members ratified wages for calendar years 2008, 2009, and 2010. This ordinance <br />provides fora 1 % increase in wages for City Teamster hourly employees over the wages fixed in <br />previously passed Ordinance #9791-07, and a 2% pay raise to Teamster workers in calendar year 2009 and <br />a 2% pay increase in calendar year 2010. The specific hourly wages are listed in the attached exhibit. <br />Indiana Code 36-4-7-3(c) provides that the Mayor may increase compensation fixed under the <br />City's wage ordinance during the budget year for which it is fixed. <br />The Mayor has confirmed that this ordinance will not increase the gross City budget for 2008, and <br />that approval of this ordinance is in the fiscal best interest of the City. To achieve the intent of the <br />contractual relationship between the City and its Teamster employees, it is necessary that the effective date <br />of this ordinance be January 1, 2008. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA, as follows: <br />Section I. Maximum Compensation <br />(a) The maximum amounts to be paid as compensation for Teamster employees for <br />the City of South Bend, Indiana are hereby established as set forth in the <br />attachment, which is incorporated herein by reference. The amounts set forth are <br />consistent with the recommended procedure of the State Board of Accounts dated <br />March, 1993. Accordingly, wages are set and paid on a Bi-Weekly basis. <br />Amounts by department and alphabetical position are set forth as well as the <br />hourly wage for each position. <br />Section II. Holidays, Vacations and Other Monetary and Fringe Benefits Incorporated by <br />Reference. <br />(a) Holida s. Holidays designated by the Collective Bargaining Agreement shall <br />govern Teamster employees for the calendar year 2008 - 2010. <br />
