J <br />BILL NO <br />ORDINANCE NO. <br />AN ORDINANCE OF THE COMMON'COUNCIL OF THE CITY OF SOUTH BEND <br />INDIANA, AMENDING CHAPTER 2, ARTICLE 1, SECTION 2 -10 (i) OF THE SOUTH <br />BEND MUNICIPAL CODE ADDRESSING MINUTES OF THE COUNCIL'S <br />STANDING COMMITTEE MEETINGS <br />STATEMENT OF PURPOSE AND INTENT <br />This ordinance amends Chapter 2, Article 1, Section 2 -10 (i) of the South Bend <br />Municipal Code to comply with IC 36- 4 -6 -9. This amendment specifies the assistance of <br />the South Bend City Clerk's Office to provide clerical services in the recording and filing <br />of all Standing Committee minutes instead of Council Attorney assistance. <br />This ordinance would also codify the current process which has been effectively <br />implemented by the Office of the City Clerk of placing all approved committee meeting <br />minutes on the Council's website. In this way they will be available to the public for <br />informational and researching purposes. <br />The proposed amendments are believed to foster greater efficiency. <br />Now, Therefore, be it ordained by the Common Council of the City of South <br />Bend, Indiana, as follows: <br />Section I. The third paragraph set forth in Chapter. 2, Article 1, Section 2 -10 (i) of the <br />South Bend Municipal Code shall be amended to read as set forth below with all other <br />provisions of paragraph (i) remaining in full force and effect: <br />The Chairperson, with the assistance of the Cily Clerk or his designee Council AttGFney, <br />shall be responsible for filing Committee minutes with office of the City Clerk within two <br />(2) weeks after each committee meeting. Such minutes shall comply with the Open <br />Door Law and shall include but not be limited to: (1) the date, time and place of the <br />meeting; (2) persons in attendance; (3) summary of all items discussed including all <br />references to proposed resolutions and ordinances referred to it for review and <br />recommendation; (4) a record of all votes taken; and the time of adjournment. Any <br />documents submitted to a Committee shall be filed with the original of the committee <br />minutes with the Office of the City Clerk. Any majority or minority reports filed with a <br />committee shall also be attached to such Committee minutes. Upon the approval and <br />signing of such minutes by the Committee Chairperson the Office of the City Clerk shall <br />see that the minutes are properly posted on the Common Council's website. <br />
