CITY OF SOUTH BEND <br />PETITION FOR REAL PROPERTY TAX ABATEMENT CONSIDERATION <br />The undersigned owner(s) of real property, located within the City of South Bend, <br />hereby petition the Common Council of the City of South Bend for real property tax <br />abatement consideration and pursuant to I.C:, 6 -1.1- 12.1 -1, et sea., and South Bend <br />Municipal Code Sec. 2 -76 et sea., for this petition states the following: <br />1. Describe the proposed redevelopment or rehabilitation project, including <br />information about physical improvements to be made, the proposed use of the <br />improvements, and a general statement as to the importance of the project to <br />your business: <br />The proposed McKinley Apartments is designed to be a market leading affordable property. With a design <br />that won't be confused with the many of the cookie cutter unit & building designs, McKinley Apartments is <br />designed for long term competitiveness and viability. <br />Buildings will be two stories and feature one, two, three and four bedroom units. Each unit will provide <br />residents with best in class amenities, including full size washer & dryer, exterior storage, patios or balconies, <br />walk in closets, built in dishwasher, window blinds, wall to wall carpeting, central air, garbage disposal, cable <br />hook -ups, and high speed internet access in each unit. Each unit will also have a first floor exterior entrance <br />providing another truly unique opportunity for residents to feel at home. With multiple building and unit <br />designs, a full slate of amenities and features, and a modem clubhouse this project will be a model for the <br />great city of South Bend. The property will be essentially the same as Prairie Apartments, currently under <br />construction in the city's Southwest side, adjacent to Bruno's Pizza, in design, unit layout, available features, <br />quality of construction, and amenities offered. Equal Development, LLC and Bill Hollingsworth's solid <br />development role and ownership interest will be replicated. <br />The community will feature a large clubhouse with managers' offices, community room, community TV with <br />cable, fitness room, computer room, and kitchen area. Garages will be available to residents for a rental rate. <br />This community will provide employees from the area retail and commercial companies, employees of the <br />University of Notre Dame, St Mary's College, Bethel College and several growing industrial companies with <br />convenient, affordable, and superior housing; an absolute need that would be filled. There will be thirteen (13) <br />units set aside for disabled residents. Real Services, the largest service provider in the South Bend area has <br />agreed to an extensive referral agreement to include a litany of services, programs, and help for our residents. <br />The property will use several conceptual "Green" construction methods, materials, and appliances including <br />Energy Star heating & cooling system, windows, dishwashers, refrigerators, and ceiling fans. <br />The market is in need of an affordable project precisely like McKinley Apartments. With the amenities offered, <br />great location, and unit features, McKinley Apartments will be a property to lead occupancy statistics annually. <br />It is the intent of the developer to separate the proposal into phases; the first phase will consist of 128 <br />apartment units consisting of eight (8) apartment buildings and one clubhouse. The second phase will include <br />80 units in five (5) buildings planned to commence once phase 1 is stabilized. Attached is an organizational <br />chart that provides details and roles for each company and individual; including the award winning property <br />management firm of Flaherty & Collins out of Indianapolis, Indiana.
