Jefferson Blvd. <br />South Bend, IN 46601 <br />Attention: Mr. Bill Schalliol, Economic Development Specialist <br />RE: PROPOSAL FOR ASBESTOS SURVEY AND <br />PROPOSED TEAM STORE FACILITY, 420 S. <br />INDIANA, PROPOSAL # WP 12 -013 <br />Dear Mr. Schalliol: <br />LEAD BASED PAINT SURVEY, <br />WILLIAM STREET, SOUTH BEND, <br />Wightman Petrie is pleased to submit this proposal for performing Professional Consulting Services in <br />support of the potential redevelopment of the former synagogue site, located at 420 S. William Street, <br />South Bend, Indiana. The facility, originally constructed in 1901 as a synagogue, was partially renovated <br />by a private individual seeking to convert the building into a private residence. However, with more recent <br />improvements and re- development of the area around Coveleski Stadium, the City of South Bend <br />acquired the property for transition as a Team Store facility for the South Bend Silver Hawks. With any <br />major renovation /demolition activity, the Indiana Department of Environmental Management requires the <br />completion of an asbestos - containing material survey as a means of recognition, and protection, to <br />workers from the hazards presented by exposure to asbestos. Similarly, given the age, and condition of <br />the facility, the potential exists for the presence of lead -based paint. Again the identification of lead - <br />based paint is essential for the protection of construction workers that may be engaged in the sanding, <br />cutting or scraping of surfaces prior to repainting and /or refinishing activities. It is such sanding, cutting <br />and scraping activity that can generate fine particles that are easily inhaled or ingested, thereby resulting <br />in an industrial exposure under current Occupational Safety and Health guidelines. <br />Wightman Petrie understands that the subject site has been developed as a two story, brick structure with <br />stone foundations of approximately 3,825 sq. ft., inclusive of approximately 815 sq. ft. as a basement and <br />approximately 415 sq. ft. mezzanine level, accessible by an interior staircase. The facility was <br />constructed with a gable roof with decorative building spires and elongated, wooden framed windows of <br />approximately 15 -ft. in height. All mechanical systems, historically a boiler system for heat, have been <br />removed from their original location within the basement.
