So I had no knowledge of needing a <br /> Special Use petition or a Special Use exception until September, 2011 when I received a letter from Code <br /> Enforcement. <br /> MR. GURROLA: Apparently maybe there were some complaints from neighbors because I received a letter, <br /> a gentleman from Code Enforcement knocked on my side door, I went to the door, he proceeded to hand me <br /> a letter in an unsealed envelope and the letter stated that I was in violation of Code Enforcement by operating <br /> an illegal boarding house. I immediately called the gentleman's name that was on the paper, which was Mr. <br /> Haygood at Code Enforcement, and then later the next week I met with Mr. Lyons and Mr. BuIot at the <br /> Building Department and at that time I had a representative from Indiana Mentor with me which oversee the <br /> foster care program. So the three of us met and after that meeting I was really informed that I was meeting <br /> the definition of family because this was a foster care.
