k0 PERSONNEL AND FINANCE JANUARY 9, 2012 <br />Committee Members Present: Karen White; Gavin Ferlic, David Varner, <br />Henry Davis, Jr. <br />Other Council Members Present: Derek Dieter; Tim Scott; Dr. Fred Ferlic; Oliver Davis; <br />Valerie Schey <br />Others Present: Catherine Toppel; Rita Kopala; Mike Schmuhl; Kyle <br />Chamberlin; Don Inks; Henry Davis, Sr.; Kevin Alley, <br />Kathy Cekanski - Farrand; Mark Neal <br />Agenda: Bill No. 83 -11 Appropriation — Code Enforcement <br />Bill No. 84 -11 Create Fund #439 S. B. Tech Park <br />Chairperson White, began the hearing with consideration of an appropriation in Bill No. 83 -11 <br />which would allow the continued effort of the Neighborhood Code Enforcement Department to <br />continue the effort to clean -up and stymie future illegal dumping. This program was first <br />promoted by Chairperson White and the Council as a way to improve the quality of life in the <br />city's neighborhoods. Hearing the call NCE Department under Catherine Toppel organized a <br />department task force that began work on November 22, 2011, and in just six weeks time hauled <br />145 truckloads, over 434 tons of illegally dumped trash. <br />Catherine Toppel used an overhead and handouts (attached) to outline the success of the <br />program and the nee for continued funding. <br />Oliver Davis and Tim Scott praised the noticeable improvement in the appearance of the alleys. <br />David Varner urged periodic "bang for the buck" reviews to determine future funding levels. <br />Councilmember Varner motioned favorably. Councilmember Henry Davis seconded and all <br />agreed to send as such. <br />The second item on the agenda was creation of a fund for the Tech Park monies as seen in Bill <br />No. 84 -11. This bill establishing a separate fund to receive and disburse revenues and expenses <br />of Innovation & Ignition Park is a requirement of state law once a Tech Park has been certified by <br />the state. <br />The mechanism of where monies come from, how much is anticipated, who ca spend the money <br />and for what purpose prompted many questions from a number of Councilmember's who <br />ultimately felt more explanation and in some cases assurances were warranted. <br />To that end Councilmember Henry Davis motioned consideration of the bill to be continued until <br />January 23, 2012. Councilmember Gavin Ferlic seconded and all agreed to recommend <br />continuance until January 23, 2012 to the full Council. <br />There being no further business to come before the committee at this time.
