41 F COMMUNITY AND ECONOMIC DEVELOPMENT 2 -13 -12 <br />Committee Members Present: Henry Davis; Karen White; Gavin Ferlic; Dr. Fred Ferlic <br />Other Council Members Present: Derek Dieter, Tim Scott, Valerie Schey, David Varner, <br />Oliver Davis <br />Others Present: Pam Meyer, Gary Gilot, Kathy Cekanski - Farrand, <br />Kevin Allen, Sherri Miller- Story, Mike Schmuhl <br />Agenda: Bill No. 12 -12 — Recommends thresholds and criteria developed for use of public <br />dollars as leverage <br />Update on process used to market city owned properties <br />Henry Davis, Chairperson of the Community & Economic Development Committee opened the <br />meeting at 4:40 p.m. noting full committee attendance before beginning to explain his initiation of <br />Bill No. 12 -12. Mr. Davis said in light of questions recently arisen regarding the appropriateness <br />of using public funds to stimulate private investment it was necessary to begin discussions that <br />would provide a framework or set of standards for such potential partnerships. Through a review <br />and discussion of current practices a set of criteria for involvement could result establishing a <br />framework or set of standards to help the public, potential developers and elected officials <br />encourage economic opportunities. <br />Some Council discussion followed questioning the ultimate intent or consequence of the <br />discussions. Both Councilmember's Gavin Ferlic and Valerie Schey endorsed the concept; but <br />cautioned that more focus was needed. Councilmember White and Oliver Davis agreed while <br />urging more discussion follow.. <br />Councilmember White motioned, Councilmember Gavin Ferlic seconded and all supported a <br />favorable recommendation to Council. <br />Chairperson Henry Davis moved to the other item on the agenda, that being a report from Don <br />Inks on how the city markets property it owns. Who lists, for how long and typical terms of <br />listings. <br />Don Inks reported he was not yet ready to report. He needed clarification, he said, on what was <br />asked. Chairperson Henry Davis suggested if there were questions or confusion, they should <br />have been asked earlier. Chairperson Henry Davis said he expected a report at the next meeting <br />on February 27, 2012. <br />Chairperson Henry Davis also asked the Mayor if he would be ready to report any progress on <br />the Chase Tower issue by the next meeting. The Mayor said he doubted any progress would <br />have been made by then. <br />Pam Meyer offered a report on Community Development Activities for review and possible <br />discussion at a later date (attachment) <br />
