<br />APPROVE MINUTES OF PREVIOUS MEETING
<br />Upon a motion made by Mr. Inks, seconded by Ms. Roos and carried, the minutes of the Agenda
<br />Review Session, Regular Meeting and Claims Meeting of the Board held on January 5, 2012
<br />January 9, 2012 and January 17, 2012, were approved.
<br />OPENING OF BIDS — 2012 TRUCKING OF BELT - PRESSED WASTEWATER BIOSOLIDS
<br />FOR LAND APPLICATION (2012 WASTEWATER O &M)
<br />This was the date set for receiving and opening of sealed bids for the above referenced project.
<br />The Clerk tendered proofs of publication of Notice in the South Bend Tribune and the Tri- I
<br />County News, which were found to be sufficient. The following bids were opened and publicly
<br />read:

<br />Bid was signed by: Mr. James Burger
<br />1. Contractor's Non - Collusion Affidavit, Non - Debarment Affidavit, Employment
<br />Eligibility Verification, Non - Discrimination Commitment for Contractors and
<br />Certification of Use of United States Steel Products or Foundry Products was
<br />Submitted
<br />2. Ten percent (10 %) Bid Bond was submitted
<br />BID: $79.00 per Truck, per Hour, Monday through Sunday
<br />Ms. Greene noted that the bid included a Local Preference Form, but that wouldn't make a
<br />difference in this case since this was the only bid received. She noted also that the Non - Collusion
<br />form used in this bid was not the City's current State form. She stated the new form would need
<br />to be submitted, depending on what the specifications required. Ms. Greene also noted the bid
<br />amount was difficult to determine, it had been erased with white -out, and re- written. Mr. Gilot
<br />asked if anyone from the company was present that could verify that $79.00 was the correct
<br />amount of the bid. Mr. Jim Burger stated he was the owner of Trucks'R Us, and $79.00 was '
<br />correct. Upon a motion made by Mr. Gilot, seconded by Mr. Inks and carried, the above bid was
<br />referred to Organic Resources for review and recommendation.
<br />AWARD BID AND APPROVE CONTRACT — DEMOLITION. ENVIRONMENTAL
<br />REMEDIATION AND SITE RESTORATION OF FORMER EMI BUILDING — PROJECT
<br />NO. 111 -041 (AEDA TIF)
<br />Mr. Rob Nichols, Engineering, advised the Board that on December 27, 2011, bids were received
<br />and opened for the above referenced project. After reviewing those bids, Mr. Nichols
<br />recommended that the Board award the contract to the lowest responsive and responsible bidder
<br />Jackson Services, 1674 N. 750 West, Rochester, Indiana 46971, in the amount of $97,800.00,
<br />subject to the appropriation of funds. Therefore, Mr. Inks made a motion that the
<br />recommendation be accepted and the bid be awarded and the Construction Contract approved
<br />subject to the appropriation of funds. Ms. Roos seconded the motion, which carried.
<br />AWARD BID AND APPROVE CONTRACT — MICHIANA LOCK AND KEY DEMOLITION
<br />AND PARKING LOT IMPROVEMENTS — PROJECT NO. 111 -059 (SBCDA TIF)
<br />Mr. Rob Nichols, Engineering, advised the Board that on December 22, 2011, bids were received
<br />and opened for the above referenced project. After reviewing those bids, Mr. Nichols
<br />recommended that the Board award the contract to the lowest responsive and responsible bidder
<br />Indiana Earth, Inc., 10343 McKinley Highway, Osceola, Indiana 46561, in the amount of
<br />$40,455.00, subject to the appropriation of funds. Therefore, Mr. Inks made a motion that the I
<br />recommendation be accepted and the bid be awarded and the Construction Contract approved
<br />subject to appropriation of funds. Ms. Roos seconded the motion, which carried.
<br />AWARD BID — 2012 STREET MATERIALS — PROJECT NO. 112 -001 (MVH)
<br />Mr. Rob Nichols, Engineering, advised the Board that on January 9, 2012, bids were received
<br />and opened for the above referenced project. After reviewing those bids, Mr. Nichols
<br />recommended that the Board award the contract to the lowest responsive and responsible bidders
<br />in unit price amounts as follows:
