<br />perform meritorious service on behalf of the citizens of this Community, and;
<br />WHEREAS, such service shall be recognized by the Board of Public Safety and appropriate
<br />Commendation shall be presented to the individual performing said meritorious service.
<br />NOW, THEREFORE, BE IT RESOLVED, that Commendation be given to:
<br />JAHMAL DELK
<br />WHEREAS, on June 14, 2011, ten -year -old Jeremiah Delk reached over a candle, igniting his
<br />clothing and becoming completely engulfed in flames, and;
<br />WHEREAS, Jeremiah remembered what he learned in school, and attempted to douse the
<br />flames by performing a "stop, drop, and roll ", to no avail, and;
<br />WHEREAS, Jeremiah's Grandmother, who is chronically ill and uses a walker, sprang from
<br />her chair and attempted to douse the flames with a blanket, which also caught on fire, and;
<br />WHEREAS, Jahmal Delk, Jeremiah's oldest brother, heard the commotion and screaming
<br />from a back room, and saw his brother running toward him engulfed in flames, and;
<br />WHEREAS, Jahmal Delk grabbed a pot of water and threw it on his brother and bravely
<br />picked Jeremiah up and carried him into the bathroom, placing him in the bathtub to continue to douse
<br />the fire until it was out, and;
<br />WHEREAS, Jahmal told his mother that Jeremiah was so hot, he felt as if he was going to
<br />catch on fire also, but Jahmal disregarded the risk of injury to himself and put his younger brother's I
<br />life before his own.
<br />THEREFORE, BE IT FURTHER RESOLVED, that the City of South Bend recognizes and
<br />commends Jahmal Delk for his extraordinary courage, bravery, and selfless heroism, beyond his young
<br />age of fifteen (15), that resulted in saving his brother's life
<br />ADOPTED this 18th Day of January, 2012

<br />Upon a motion by Mr. BonDurant, seconded by Mr. Collins and carried, Resolution No. 05 -2012 I
<br />was approved.
<br />APPROVE REVISED DUTY MANUAL CHANGES
<br />In a letter to the Board, Fire Chief Howard Buchanon stated there has been a change to Section
<br />3000,000(H)(4), Rules of Conduct, Tattoos and Brand, affecting the first two sentences of the
<br />section. Chief Buchanon attached replacement pages number 46 and 47 for updating the Duty
<br />Manual. Upon a motion by Mr. Bondurant, seconded by Mr. Miller and carried, the revised changes
<br />to the Duty Manual were approved.
